Section B: Description of the Supplies/Services Required

The ABMS-10X, Automated Battery Management System, can be used for C-5,C-17 and potentially KC-46 aircraft batteries. Our existing equipment for maintaining aircraft batteries, manufactured in 1992/1993, has ran its life cycle and has become unreliable and erratic. Calibration requirements for the equipment have been increased from an annual interval to a 90 day requirement due to the age and unreliability of the our assets.

Section C: Justification for Soliciting from a Single Source or Brand Name

The 60 MXS Electrical and Environmental section is currently utilizing dated equipment that requires constant maintenance and calibration. Upgrades are needed to alleviate excessive down time, reduce exposure to chemical hazards and potentially double the life expectancy of the aircraft batteries that the equipment maintains. T.O. 8D2-1-31 and T.O. 8D2-51-2 specifically call out Christie type RF80 chargers as a requirement for charging C-5 and C-17 aircraft batteries. The ABMS-10X is the only known system that integrates these chargers into an automated linked system. This is a brand name requirement.

Section D: Efforts to Obtain Competition

Internet searches were completed and the results determined the ABMS-10X can only be purchased from a Marvel Aero. Phone conversation with Richard Caesar at Marvel Aero determined that they own the intellectual property and software for the system. To our knowledge there are no other manufacturers that make this charging unit for these specific batteries.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

T.O. 8D2-1-31 and T.O. 8D2-51-2 specifically call out Christie type RF80 chargers as a requirement for charging C-5 and C-17 aircraft batteries. Due to the TO, steps to preclude future single source or brand name are not possible.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
