SOLE SOURCE JUSTIFICATION

From:

To: Code 02 Acquisition Branch

Subj: SOLE SOURCE JUSTIFICATION

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED

VALUE, AND DELIVERY REQUIREMENTS

The contractor shall provide engineering services in support of the on-going development of the Eulerian Hydrocode, NEMO, which is part of the Computational Research and Engineering Acquisition Tools and Environments (CREATETM) Ships Shock/Damage product or Navy Enhanced Sierra Mechanics (NESM). The objective of this task is supporting the Naval Surface Warfare Center, Carderock Division (NSWCCD) Survivability and Weapons Effects Department ) in the development of mathematical algorithms for the NEMO hydrocode for a period of one year from contract award at an anticipated cost of .

The NEMO hydrocode is a highly specialized software product used to predict the structural loadings resulting from detonations in water and air. The code makes use of mathematical algorithms in order to make these predications.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS

The engineering services will provide technical expertise necessary for the continued development of the NEMO code base. Hume Center for National Security and Technology at Virginia Tech (VTech Hume Center) offers unique capabilities, providing experts in the NEMO hydrocode and associated algorithmic approaches. This company has over five years of experience working on the development of specific algorithms within the NEMO hydrocode (development began in FY’14). The company has direct experience with the multiphase and fluid-structure interaction algorithms and their specific implementation within the NEMO hydrocode. This level of specific NEMO development experience represents multiple FTEs of Navy investment that other contractors cannot offer. Government Subject Matter Experts estimate that reconstituting this experience at another contractor would require a minimum investment of 2 FTEs, at a minimum cost of and 12 months of schedule delay.

Pursuant to FAR 6.302-1(a)(2)(iii), these highly specialized services of further developing the NEMO code are available only from the original developers of the specific algorithms within NEMO, and it is likely that an award to any other source would result in (a) substantial duplication of cost to the government that is not expected to be recovered through competition, and (b) unacceptable delays in fulfilling the agency’s requirements.

3. MARKET SURVEY

A market survey was conducted and identified no other company has the required and direct experience in developing mathematical algorithms for the NEMO hydrocode.

Thornton Tomasetti Inc. (TTI) is the only other company that has provided direct support on the NEMO hydrocode and they subcontracted to the VTech Hume Center (Contract # N00167-16-D-0007,TO # N00167-19-F-0048) because of the specific expertise described in this document.

A recent market survey (Navy Ship Shock Survivability and Qualification Sources Sought) revealed that while other contractors have provided Navy ship survivability and weapons effect support, the only company that has direct experience within the NESM suite of codes (which includes NEMO) is TTI. Other companies that have provided similar Navy support included Southwest Research Institute, General Dynamics Information Technology, Inc. and Cardinal Engineering, LLC. Outside of TTI none of these companies have experience with NESM. They also lack expertise in the selected technologies for multi-phase flow, fluid-structure interaction, and multi-program multi-data coupling algorithms that are unique to NEMO. Addressing this lack of experience presents an unacceptable schedule risk to future NESM tool development. TTI will already be supporting NESM via other contract vehicles, however these contract vehicles do not support subcontracting to the VTech Hume Center in the same way that previous contract vehicles have allowed. The purpose of this SAP is to obtain the specialized services offered by VTech Hume Center.

4. ADDITIONAL FACTS

The contractor has provided similar services in scope and effort under task order N00167-19-F-0048 under contract N00167-16-D-0007 and in a previous SAP contract N0016720P0285.

5. CUSTOMER SIGNATURE:

I certify that the statements and information provided above, are complete and correct to the best of my knowledge. I understand that the processing of this sole source justification precludes the use of full and open competition.
