Section C: Justification for Soliciting from a Single Source or Brand Name

The 96 Medical Group currently has two (2) GEM 4000 reagent analyzers. These analyzers are maintained in the Cardiopulmonary Clinic and the Respiratory Therapy (RT) laboratory. With the constant improvements in the medical testing/treatment fields our clinics are currently unable to keep up with these advancements and provide our patients with the highest level of care utilizing our current systems. In order to analyze tests ran, the GEM 5000 is required to ensure accurate readings prior to providing treatment to our patients.

The Instrumentation Laboratory GEM 5000 is the only blood gas analyzer with the testing capability required for the Cardiac Catheter Lab. The GEM 5000 is also already DIACAP (DoD Information Assurance Certification and Accreditation Process) approved and will be able to communicate with our current laboratory information system (CHCS). Some additional characteristics that make the GEM 5000 so unique and make it the only system that meets our requirement are based on the following: The GEM 5000 is able to perform blood gas analysis, cooximetery, electrolytes, glucose, total hemoglobin, and lactic acid. Due to the failure of the outdated GEM OPL the current GEM 4000 is the only co-oximeter in the MDG without back up options for this testing. Bringing in a GEM 5000 will allow for back up testing for carboxyhemoglobin, oxyhemoglobin, methoxyhemogolbin, and deoxyhemoglobin. These tests are essential to provider determination of a seriously ill patient's oxygenation. Roughly 4 hours will be saved per technician by using blood gas analyzers. To ensure we are providing the most up to date care the 96th MDG requires the GEM 5000 reagents analyzer.

Market research was conducted through various Internet searches only to find no other companies capable of meeting our requirement. We found numerous companies that provided reagents or analyzers, but no other company other than Instrumentation Laboratory offered the reagents and the equipment with the capabilities to meet mission needs.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

It is never the intent of our organization to preclude competition for companies that can meet our requirements. We regularly provide our requirements to multiple vendors/manufacturers to drive competition and competitive pricing for the Government.

At the end of the day if only one vendor/company can meet the requirements that we provide which meet/exceed the needs of our patients/staff and provide them a healthy and safe environment than it is in the best interest of the government to purchase accordingly.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
