About this file

This is a Sole Source Justification document for the procurement of 40 Phase-Locked Dielectric Resonator Oscillator (PLDRO) units from Ultra Electronics Herley (UEH) by NUWC Division Newport Code 34. The PLDROs, part number 14909-1, are required to replace in-service units with design deficiencies and repair failed units, with a required delivery date of January 30, 2025 and a 275-day lead time.

The justification explains that UEH is the sole manufacturer and proprietary owner of the PLDRO design, which is a critical component providing high-capacity submarine communications. UEH previously improved the PLDRO under contract N6660420P8499, upgrading from part #14909 to #14909-1. Developing a second source would require extensive testing and certification, with costs estimated at nearly twice the procurement value and would exceed acceptable timeline requirements. The document outlines five testing phases required for second-source certification, including redesign, electrical testing, electromagnetic compatibility testing, over-the-air testing, and environmental qualification testing. Based on these factors, the government determined a sole-source award to UEH is in its best interest to avoid substantial duplication costs and unacceptable delays in fulfilling fleet requirements.

SOLE SOURCE JUSTIFICATION

Phase Locked Dielectric Resonance Oscillators

DESCRIPTION OF REQUIREMENT:

NUWC Division Newport (NUWCDIVNPT), Code 34, has a requirement to replace in-service Phase-Locked Dielectric Resonator Oscillator (PLDRO) units that have a design deficiency, as well as to repair units that fail while in service.

The PLDROs have a 275 day lead time with the required delivery date of 30 January 2025. The total estimated value of this effort is

SOLE SOURCE JUSTIFICATION :

Code 34 is the In-Service Engineering Agent for the

, as well as the site of the , per the Participating Acquisition Resource Manager, . Code 34 is the sole repair facility capable of returning to Ready for Issue condition for the Fleet. In order to meet Fleet demands, the NUWCDIVNPT Code 34 requires installation of upgraded PLDROs.

A PLDRO is a device which produces a highly accurate and stable Radio Frequency (RF) signal at a pre-determined frequency. The PLDRO is sub-component of the designed and manufactured . The provides high capacity communications to submarines in the and spectrums and is considered to be highly specialized equipment that utilizes unique technology to meet the Navy’s operational requirements

The PLDRO being procured is an integral part of the with specific requirements for size, weight, power, RF output, environmental survivability, and electromagnetic compatibility. The PLDRO meets all the requisite functional and performance parameters of the , and was designed and manufactured by Ultra Electronics Herley (UEH). UEH is the proprietary owner of the PLDRO design, and is the sole manufacturer of the PLDRO that is currently in place for the . The PLDRO has the mechanical performance necessary to meet the , as well as the form factor to interface properly with the design.

Under contract N6660420P8499 UEH improved the PLDRO used in the to correct design deficiencies. UEH upgraded the PLDRO from part #14909 to part #14909-1. The Government does not hold build to print drawings for this custom part.

In order to develop and certify a second source of supply for the PLDRO, would have to certify a prospective design from that second source of supply to ensure all the functional, performance, and environmental survivability requirements of the are v1.6_FEBRUARY2021
