Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items

I. Contracting Activity.
The contracting agency responsible for this proposed contract is AFMC AFTC/PZIOA (OL-ELIN).
II. Nature and/or description of the action being processed.
The Commercial Off The Shelf (COTS) item sought will be procured via a new, Firm-Fixed Price purchase order with the sole source manufacturer, Dewesoft LLC.
III. Description of supplies/services required to meet agency needs.
The 782nd TS/RNWI is in need of a Data Recorders in chassis with a Data Processing Controllers which meets the specifications in the TRD. Specifically we require; 3 each SIRIUS-R8 DEWESoft Data Recorder Chassis; 12 each SIRIUSi- HD-16xLV-BNC DEWESoft Data Recorder; 3 each SBOX-UP-32GB-RAM RAM Upgrade for DEWESoft Data Controller; 3 each SIRIUS-R8x-MK 19" Rack Mounting Kit for Chassis; 4 each DEWESoft-OPT-NET Network Data Acq. Remote Control; 2 each L00B4m-L00B4m-XM 20m Sync Cable for Chassis to Controller; 1 each L00B4m-L00B4m-3M 3m Sync Cable for Chassis to Chassis; 1 each DS-3U-POWER-CONTROLLER Dewesoft Data Controller - 3U Rack Mountable; 1 each Decklink 8k Pro 4 Channel Decklink SDI Video Capture Card; 1 each DS-IRIG-CLOCK IRIG Sync Clock; 1 each DEWESoft-X-PROF data acquisition software package, PROFESSIONAL version; 1 each DS-REM-CTRL Dewesoft Controller Remote. Based on market research, the DEWESoft SIRIUS-R8/SIRIUSi product lines built by DEWESoft meets the needs of RNWI and the specifications of the TRD. The expected delivery date is 3 months after receipt of order.
IV. Statutory authority permitting other than full and open competition.
IAW FAR 13.501(a)(1)(ii), this Sole Source justification, using the format of 6.303-2, is modified to reflect that the procedures in FAR subpart 13.5 were used in accordance with 41 U.S.C. 1901 (AFFARS 5313.501 - 10 U.S.C.
2302b). FAR Part 13.5 actions are exempt from FAR Part 6 requirements; however, the related Part 6 citation is: Only One Responsible Source (6.302-1)
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Data Acquisition is a critical element of the Seekers and Sensors Test Flight's (782nd TS/RNWI) mission. The government needs a reliable data recording system that can be transported and be rugged for extended periods of travel and can house up to a minimum of 160 Analog and/or Digital Inputs. The SIRIUS-R8 can house all of the system components while the SIRIUSi functions as a data recorder. Both meet the technical requirements of the Government that are necessary to execute missions effectively. No other known manufacturer produces a commercial-off-the-shelf (COTS) data recording system that is a drop in replacement for the DEWESoft SIRIUS product line.
Moreover, RNWI's engineers are trained on the previous versions of the DEWESoft software and hardware equipment made from DEWETRON (its predecessor), and training on a new platform could affect mission readiness/effectiveness due to the number of man-hours required for retraining (approximately 200+ hours).
Futhermore, DEWESoft X Software (compatible only with DEWESoft Hardware) is the uniform hardware and software used by all Seeker Test Vans across the services. Our customers use this software, in preference, with everything the DEWESoft DAQ system has to offer.
The previous DEWESoft equipment are a known quantity and have met and exceeded expectations.

Additionally, an infrastructure is already in place that is uniquely compatible with the DEWESoft system. In-house hardware was developed to integrate with the control system of the SIRIUS product family; it would cost approximately 400+ man-hours to redevelop the software code and retrain technicians/engineers on a new system. Given the nature of RNWI's mission in Test and Evaluation, being mission ready is critical to providing important test data to customers on time. The government has conducted market research, and the results have not yielded any COTS system that meets the technical requirements.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Quotes were requested from: ITC Electronics, Testmart, Test Equity, Liberty Test Equipment, Global Test Supply, Government Scientific Source and DEWESoft. There was 2 email responses (TestEquity & Government Scientific Source) to the request for quote from all GSA vendors noted, and they both did not offer a quote since they do not carry anything similar to item being procured. All other vendors noted declined to bid in GSA. DEWESoft was the only commercial company that issued a quote and they have stated that there are no authorized resellers.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer will determine prices fair and reasonable IAW FAR 13.106-3(a)(2), utilizing current commercial pricing if available; and, will request that invoices for similar items that have been purchased by the Government from CRI be provided for analysis.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research conducted for this acquisition included internet searches and requests for quotes. The research showed that the DEWESoft SIRIUS system meets the technical requirements and functionality requirements as described by the 782nd Test Squadron/RNWI TRD. No other vendors were able to provide a system with the required specifications, leaving DEWESoft SIRIUS product line as the best option.
IX. Any other facts supporting the use of Other Than Full and Open Competition.

X. List of any sources that expressed, in writing, an interest in the acquisition.
None except DEWESoft LLC.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
Should a future need arise, this office will thoroughly research the appropriate fields to assess if competitive acquisition is feasible. This research would include but not be limited to: attending technical symposia, reading trade journals, Internet searches, and maintaining contact with appropriate industry representatives.
XII. Certification by the Contracting Officer.
As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.
