Section C: Justification for Soliciting from a Single Source or Brand Name
The Electro Impuse PAO Chiller MODEL 52300-2-HF7 will provide the specific cooling requirements for unique units under test.
The strict power requirements, cooling specifications, and small form factor chiller meets current location lab setup/availability to the 16th EWS. It will also allow the 16 EWS to run tests without risk of damage to Line Replaceable Units. Without the proper PAO chiller, Line Replaceable Units would overheat causing irreparable damage and failing the mission of the 16th EWS.
The 16 EWS/EWX minimum requirements include: Liquid-to-air refrigerated type unit designed to supply polyalphaolefin (PAO) at 22ºC to an external load. Heat generated by the external load and transferred to the PAO is rejected to refrigerant R-407C via a brazed-plate evaporator. The refrigerant acts as a transportation medium to move the heat absorbed in the evaporator to the condenser, where it is rejected to the surrounding ambient.
The model of PAO Chiller manufactured by Electro Impulse Laboratory, Inc., is the only model that can meet the customer's cooling requirements, as well as conform to the strict physical requirements due to the space available for this piece of equipment.
Section D: Efforts to Obtain Competition
Research included a GSA Advantage website search. The customer reached out to Mydax and North Slope Chillers to see if they offered a solution that could meet their needs. Mydax and North Slope could meet the customer's cooling/power requirements, but could not meet the customer's strict physical characteristic requirements while maintaining cooling requirements.
Electro Impulse Lab is the only known manufacturer of equipment that meets both the cooling/power requirement and strict physical characteristics given available physical space.
AFTC/PZIOAD conducted a sources sought to determine if other manufacturers could provide a model that met both the cooling/ power and physical characteristics requirements. The notice was posted to Beta.SAM.gov on 12 Jun 20 and closed on 25 Jun 20 with two responses received. One of the responses received could not be found technically acceptable due to the physical characteristics of the proposed model (both dimensions and weight), and the other response specified Electro Impulse Lab's PAO Chiller MODEL
52300-2-HF7.
While the sources sought notice did not yield any other technically acceptable manufacturers or models, AFTC/PZIOAD was able to
November 2018 Page 3 of 3 determine that the OEM has at least two authorized distributors who are eligible to and capable of meeting the customer's requirement.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Through every available means, 16 EWS will continue to monitor market information and technical publications to determine whether any other source can meet our needs. In addition, minimum requirements for any future requirements as described herein will be shared with industry to encourage other manufacturers to begin producing similar compatible products.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
