I. Contracting Activity.
The Contracting Activity is the Operational Contracting Division, AFTC/PZIOA Eglin AFB, FL 32542
II. Nature and/or description of the action being processed.
A combined synopsis/solicitation (COMBO) for brand name Airtel product with operating software shall be posted to FBO as unrestricted requirement. This action will result in a new, firm-fixed price purchase order.
III. Description of supplies/services required to meet agency needs.
Brand Name Product manufacture: Airtel Aeronautical Telecommunication Network (ATN).
Airtel ATN Test Set with Test Suite Ground and Airborne Software configuration:
Product ID: MTP-100 Portable Data Link Ramp Tester (MTP)
Product ID: ATE-ATN/FANS which simulates ATN-B1 ground systems (CM/CPDLC) and Future Air Navigation System (FANS) ground systems (AFN/CPDLC/ADS-C), one instance (each) of software license consisting of 4 items listed below:
(1.) Product PC- ACARS-GS software to conduct Aircraft Communications Addressing and Reporting System (ACARS) Aeronautical Radio Incorporated standard (ARINC 618) testing against an Aircraft over VHF-simulates a Plain Old ACARS (POA) Ground Station. One single use perpetual license.
(2.) Product PVDL-GS software to conduct VHF Digital Link (VDL) Mode 2 (ARINC 631) testing against an Aircraft over VHF. Simulates a VDL Mode 2 Ground Station. One single use perpetual license.
(3.) Product GMT-FANS. Software to conduct DO-258A/ED-100A interop testing against a FANS equipped Aircraft over VHF. Simulates FANS Ground Network and ATC. One single use perpetual license.
(4.) Product GMT-ATN software to conduct DO-280B/ED-110B inter-op testing against an ATN equipped Aircraft over VHF. Simulates ATN Ground Network and ATC. One single use perpetual license.
Product ID: GTE-ATN/FANS which simulates ATN-B1 ground systems (CM/CPDLC) and Future Air Navigation System (FANS) ground systems (AFN/CPDLC/ADS-C), one instance (each) of software license consisting of 4 items listed below:

Software warranty included and maintenance 12 months from product delivery date. Includes software updates.
Training included at customer site one week or 5 business days at no additional cost. Period of Performance.
Delivery 60 days after contract award. Estimate mission start time September 2020.

IV. Statutory authority permitting other than full and open competition.
41 USC 1901, as implemented by FAR 13.5 Simplified Procedures for Certain Commercial Items
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The Airtel ATN manufactured products are unique, highly specialized and essential to the Government's requirements. The brand name products are the only items capable of meeting the Government's testing requirements. No known product by any other manufacturer exists with test platform features at the level or parameters provided by Airtel to test aircraft or ground systems, monitor VDL traffic and have Aircraft Test Equipment (ATE) to validate ACARS, FANS and ATN data link.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Market research was conducted by the 47 CTS and AFTC/PZIOAB. A Sources Sought Synopsis was posted to FBO and a Request for Information was sent to all NetCentric Product vendors. Only resellers of the brand name product were identified. No other manufacturer's/developer's product was identified that meets the government required capabilities.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Price will be determined fair and reasonable IAW FAR 13.106-3(a)(2). Price will be compared to pricing determined fair and reasonable on previous Department of Defense (DoD) contracts for this commercial item, as well as similar commercial applications in the market place.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
As detailed in Section VI, extensive market research was conducted. Other equipment was considered but none have the extensive capabilities to fully meet all specifications necessary to complete our ongoing tests. The 47th will continue to evaluate other equipment to determine if future efficiencies/economies can be gained. At that time, the 47th will strive for competition among vendors.
