Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items

I. Contracting Activity.

II. Nature and/or description of the action being processed.
This action is intended to be awarded as a new, sole source, firm-fixed price Purchase Order to Westnet Inc, 15542 Chemical Lane, Huntington Beach, CA 92649 for equipment and installation for modernizing the Eglin Fire Emergency Services System at Eglin AFB, FL in accordance with FAR 13.302. The First-In Fire Station Alerting System is a complete emergency dispatching system to notify responders of an emergency situation and is equipped with all of the computer interfaces to activate the various warning systems. The anticipated award date is 1 December 2020 with a two (2) month delivery and installation schedule.
III. Description of supplies/services required to meet agency needs.
Under this contemplated purchase order, the awardee will provide the following equipment including installation:
Dorm Light/Strobe Light Back Box - Surface Mount, First-In MCU Auxiliary Module Lite, Control Remote (each controls up to eight functions), Doorbell Button, Dorm Remote -Flush Mount Kit, Dorm Remote Flush Mount Hoffman Kit, High Power Paging Audio Module (includes two speakers), Knight Light Strip (7.5 ft.), Power Module with Hub & Spoke Controller, UPS & Dual Power Supplies, Power Module with Dual Mode, UPS & Dual Power Supplies, Alerting Strobe Light Fixture Satellight (driven off Satellight Controller), Satellight Mounting Kit-Hoffman, Satellight Controller, Satellight Controller with Knight Light, Emergency Button, Radio Monitor Switch, Text Messenger Unit - One Line - 16 character display, Jumbo Messenger, Outside Speaker Audio Module (includes one speaker), Smart Station Speaker Switch-Main, Alerting Strobe Light Adaptor, Telephone Interface Module, Turnout Timer (Medium).
The estimated value of this equipment including installation is approximately $767,000.00.
IV. Statutory authority permitting other than full and open competition.
AFFARS 5313.501 - 10 U.S.C. 2302(b) Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). 10 U.S.C.
2302(b) applies 41 U.S.C. 1901, Simplified acquisition procedures, to those agencies governed by Title 10 of the U.S.C.
including the United States Air Force.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The First-In Fire Station Alerting System is trademarked, manufactured, distributed, installed, and warrantied exclusively by Westnet, Inc. First-In branded items, including the needed Computer Aided Dispatching (CAD) system, are the only components capable of completely interfacing with the First-In Fire Station Alerting System and Aircraft Emergency Systems (AES) in use at all ten of Eglin Air Force Base's (AFB) fire stations. Westnet Inc. maintains exclusive ownership of the equipment designs and does not license any third parties to manufacture, alter, or make additions to them. This requirement is considered to be an addition to the broader existing base wide system. The current systems has an approximately value of $3.6M and Westnet Inc and going to any other source would causes a substantial duplication of cost to the Government.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A Notice of Contract Action (NOCA) was posted on the Government Point of Entry (GPE) of the Governments intent to award a sole source contract to Westnet Inc. on 3 September 2020 with a response date of 13 September 2020. One (1) company, Monaco Inc., inquired about the requirement, but after providing further information to the company it was

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The contracting officer will determine price to be fair and reasonable by using the procedures in FAR 13.106-3(a)(2).
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
As previously stated, a NOCA was posted on 3 September 2020 resulting in no interested parties. Other purchase to support this system have been awarded in FY20 and market research at that time did not result in any other capable interested parties. Alternatives will be aggressively evaluated as they arise.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
None.
X. List of any sources that expressed, in writing, an interest in the acquisition.
See Section VI above.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
A separate market survey will be conducted before future acquisitions to determine if other sources have developed or acquired the capability to provide the required equipment. In the interim, continuing market research will be on-going to monitor other contractor's ability to support this requirement. Attempts will be made to obtain updates from the contractor for the subject data and rights and if they are willing to release the data and rights and supply the estimates.
XII. Certification by the Contracting Officer.
As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.
