Section B: Description of the Supplies/Services Required

The 309th CMXG has a requirement for two (2) NCSIMUL floating licenses and the incidental maintenance with probing option of two NCSIMUL licenses for utilization of Computer Numerical Control (CNC) software from Hexagon Manufacturing Intelligence, INC. This requirement will be for one (1) Base Year and four (4) option years of software maintenance.

CLIN 0001 Purchase of two (2) License Maintenance service packages for the two NCSIMUL floating Licenses.

This software is resident on an independent industrial network server, will be accessible simultaneously from any 2 of 4 programmer's workstations, and will support any of 15 CNC machine centers in 10 different configurations in MXDED.

Section C: Justification for Soliciting from a Single Source or Brand Name

NCSIMUL software is proprietary to Hexagon Manufacturing Intelligence, INC. Hexagon Manufacturing Intelligence, INC has identified that no other company can maintain or distribute their software and that they own the Data Rights and will not sell them to Hill Air Force Base or any other customers. Without NCSIMUL software, the 309th CMXG's capability to reproduce parts is at risk. Hexagon Manufacturing simulation software identifies any errors or issues that would result in damage to multi-million-dollar equipment prior to execution of actual production. The practice of running machine programs without virtual verification can cause accidental damage to equipment and cause delays in returning assets to usable condition. Avoidable costs and repair of broken equipment have historically been between $60 and $100,000 per incident and usually result in a 6-month service outage.

It is in the Government's best interest to continue utilizing the existing NCSIMUL software due to the costs and effort required to switch to an alternate simulation software. Since the original purchase of NCSIMUL, the Government has invested in the inclusion and development of 489 Computer Numerical Control (CNC) programs (M&G Code) and 10 machine models which would be required to be regenerated if new software was utilized. All the existing computer aided design (CAD) drawings from 2013 to present, were created by the engineers using Hexagon Manufacturing NCSIMUL software. In order to maintain, modify, and/or create additional simulations, the integrity of these files depends on continued use of NCSIMUL software. The time frame for regenerating all 489 M&G Codes on another software would take around 1,793 hours or 225 days. This does not include the time and training already spent on the current NCSIMUL software the Government currently utilizes. New software would require a significant implementation period and learning curve of about 6 months for training, software familiarization, and model debugging (for all 10 machine models).

Section D: Efforts to Obtain Competition

The Government will continue to evaluate this requirement against what is offered in the public and consider alternatives as they become available. Biannual evaluation of the industrial market, particularly at the IMTS, will keep the Government abreast of future opportunities and solutions.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

If Hexagon Manufacturing were to cease operations and supporting their customers or if another software was more suited to support the Government's needs, we would be required to convert to a new simulation software. If Hill Air Force Base is conducting CNC manufacturing and utilizing this equipment, this requirement will continue to require support.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
