Single Source Justification (Simplified Acquisition)
Section A: General Contract Information Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? NO Contracting Activity: 1 SOCONS Project/Program Name: Face Masks Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required Face masks are being purchased as a result of the COVID-19 pandemic and Department of Defense (DOD) guidance requiring face mask protection for employees working on DOD installations that cannot maintain 6 ft distance. See Guidance documents in Initial Memorandum and Preliminary Documents File Element. Below are the requirements identified for the cloth face masks:
Fit snugly but comfortably against the side of the face.
Be secured with ties, ear loops, or wrap-around fabric (e.g. balaclavas) Include multiple layers of fabric.
Allow for breathing without restriction.
Be able to be laundered and machine dried without damage or change to shape.
Colors should be black In addition to CDC requirements, service recommendations are Anti-Microbial Technology and Durable through a minimum of 75 home launderings.

Section C: Justification for Soliciting from a Single Source Due to the DOD Guidance on the Use of Cloth Face Coverings issued on 5 April 2020, the entire DOD is trying to purchase face masks as well as ordinary citizens as a result of CDC guidance. Face masks are limited and there are limited individuals/companies making the masks in large quantities. Those companies are receiving orders daily and not placing an order immediately could result in receiving the face masks next month versus next week. The face masks are needed immediately to allow the 1SOW to comply with the DOD and AF guidance and more importantly, ensure the health and safety of the mission essential personnel maintaining operations on Hurlburt Field.
This acquisition is being conducted utilizing unusual and compelling urgency and competition will be obtained to the maximum extent practicable.
Section D: Efforts to Obtain Competition Simplified acquisition procedures were utilized and maximum practicable competition was obtained. The Contracting Officer and members of the PKC Flight collectively contacted 17 vendors to inquire about product availability. Several vendors indicated they could provide neck gaiters or baclava’s; however, the need was for face masks meeting specifications provided by the MSGID/GENADMIN/AFCAT/A4 GUIDANCE RELATED TO DEPARTMENT OF THE AIR FORCE GUIDANCE ON CLOTH FACE COVERINGS. Although wrap-around fabric (e.g. balaclavas) are authorized, they are not the desired product due to the hot climate and they are more expensive.
Section E: Steps to Preclude Future Single Source Awards Air Force Installation Contracting Command is currently working to establish a contract vehicle for purchases of face masks. This vehicle is expected to be available by 15 April 2020. Future purchases will be made under this contract vehicle once it becomes available.
Section F: Contracting Officer's Determination I have determined, in accordance with FAR 13.106-1(b)(1) that the circumstances of this contract action deem only one source is reasonably available.
