I. Contracting Activity.

II. Nature and/or description of the action being processed.

The proposed new contract action is for the procurement of Honeywell HSD 440 hybrid configuration of the Voice & High Speed Data Terminal Aeronautical Satellite Transceiver. A Request for Quote (RFQ) from authorized Honeywell distributors will be posted to beta.SAM.gov and will result in a new firm-fixed price (FFP) contract. The Government's anticipated delivery date is 90 ARO.

III. Description of supplies/services required to meet agency needs.

CLIN 0002: Part Number 90402651-XXX, Aspire 400 SDU, QTY 1

CLIN 0003: Part Number 1242-A-0006, TYPE F DLNA (Diplexer/Low Noise Amplifier), Qty 1

CLIN 0004: Part Number 1242-A-00010-01, AMT-3800 High Gain Antenna, Qty 1

CLIN 0005: Part Number 1252-K-4110-01 with 1252-A-4100-01 and 1252-A-4120-01, HSD-Xi, Qty 1

CLIN 0006: Part Number 90406850 with 90405925, 90406851 and 90405931, Aspire 350-3A, Qty 1

Type of Funds: 3600

Delivery Date: The Government's anticipated delivery is ninety (90) days ARO

IV. Statutory authority permitting other than full and open competition.

In accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The Cyberspace core mission is to test already fielded units. The Honeywell hybrid Satellite Communication (SATCOM) Voice & High Speed Data Terminal (HSD440 configuration) was selected in order to match the existing functionality currently fielded on Government aircraft platforms. The configuration must be directly applicable to fielded and future platforms installed in the aircraft. Alternate models or configurations would impact the Government's ability to test and ensure test results applicable to current fielded units.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Honeywell International was contacted and initially indicated the HSD 440 is proprietary. In accordance with FAR 5.203(a), Publicizing and response time, a Notice of Contract Action (NOCA) was posted to beta.SAM.gov for fifteen (15) days. The Government received three (3) responses from potential vendors, with two (2) of the vendors identifying themselves as authorized Honeywell distributors. Honeywell confirmed authorized distributors are available. The

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Contract price will be determined fair and reasonable based on anticipated adequate price competition. If only one response is received, price reasonableness will be based on price analysis IAW FAR 13.106-3(a)(2).

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted IAW FAR Part 10 and revealed the parts being requested meet the definition of a commercial item as defined in FAR 2.101. The Honeywell hybrid Satellite Communication (SATCOM) Voice & High Speed Data Terminal (HSD440 configuration) was selected in order to match the existing functionality currently fielded on Government aircraft platforms. Market research also revealed Honeywell authorized distributors who are capable of fulfilling this requirement.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

The fielded HSD440 configuration with ASPIRE 400 Satellite Data Unit (SDU), Type F DLNA Diplexer/Amplifier, High Gain Antenna AMT-3800, HSD Swift Broadband kit and Aspire 350 Hybrid Satellite Data Unit dictate the baseline for testing.

Consistency from unit to unit is a requirement. The configuration must be the specific hybrid design and build to optimize test and data results. Utilizing the configuration as fielded enables the Government to repeat performance from fielded units.

X. List of any sources that expressed, in writing, an interest in the acquisition.

In response to the NOCA posted to beta.SAM.gov, Phoenix Avionics Systems and Sherwood Aviation expressed interest via email in the acquisition. Both potential vendors have identified themselves as Honeywell authorized distributors.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

A Market Survey will be conducted when future HSD440 units are required or new technology is utilized by the Government to verify if any additional authorized distributors have been added.

XII. Certification by the Contracting Officer.
