Section B: Description of the Supplies/Services Required

The Contractor shall provide all parts, labor, equipment, materials, travel and services for the calibration and preventive maintenance of the Precision Radome Integrated System of Measurement (PRISM) and antenna/radome test facility equipment in support of the Electronic Maintenance Group (EMXG) at Robins Air Force Base, Georgia. This will be for a basic year only and the previous contract is FA8571-18-P-0072 to MI Technologies, LLC.

Prism Calibration and Preventive Maintenance equipment is maintained on a schedule that includes both bi-annual and annual requirements as listed in Appendix 3. An Over and Above paragraph has been added for potential unscheduled maintenance requirements that may arise.

Period of Performance- Basic Year: $82,431.00 and the Over & Above $15,000.00 - Total $97,431.00

Section C: Justification for Soliciting from a Single Source or Brand Name

This is a commercial, brand name, sole source requirement.

The contractor, MI Technologies, LLC, is the only company that can satisfy the requirements in the required timeframe and they are unwilling to sell data rights to the Government. They are the (OEM) for the range and all the equipment in it, thus having all data, equipment, and expertise necessary to perform the required calibration services. The items required to complete this service are proprietary to MI Technologies, LLC. There are no authorized third parties that can provide this service. Reverse engineering would not be cost effective for the Government. Per email (17 September) and with the POC (Joy Lebbin ) from MI Technologies, they will not sell data rights for PRISM.

Section D: Efforts to Obtain Competition

Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (811219) Other Electronic and Precision Equipment Repair and Maintenance and keyword(s) (antenna test) looking for companies that could provide this service. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide the required services. The DSBS database search resulted in 2 total vendor profiles (see attached SBA query), in which MI Technologies, LLC is one. Due to the reasons stated above only MI Technologies, LLC, can provide maintenance and support for the type calibration and maintenance. In addition, GSA was also queried but no results were found. Mandatory sources such as Ability One were reviewed but no sources were identified. 2GIT, follow-on to NETCENTS is under protest and cannot be considered as an award vehicle. Recommendation to post on Beta Sam for a sole source award to MI Technologies, LLC.

It would take in excess of 2 to 3 years and $12M dollars (estimated costs of a new range build) to compete for a new PRISM system. This estimate does not include new manuals, drawings and software impacts. The Government would not recoup its return on investment. The Government is currently in the process of upgrading the current PRISM ranges and upgrade will be finalized on 22 July 2021.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In an effort to remove or overcome such a barrier to competition in the future, the market will be scanned frequently for new companies that could satisfy the Government's requirements.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
