Section B: Description of the Supplies/Services Required

The 533 CMMXS requires purchase of F-16 Aircraft Paint. Hellenic Air Force (HAF) aircraft 99-1536 block 52+ was involved in a mishap. The Left-Hand Wing Assembly P/N: 16W1030-759 sustained damaged to the wing tip due to impact with the ground. After a crash damage assessment, the lead engineer determined the wing should be sent into Hill Depot for further inspection and probable repair/overhaul to include aircraft paint.

Section C: Justification for Soliciting from a Single Source or Brand Name

The proposed source for this acquisition is PPG Aerospace. Lockheed Martin provided a Fort Worth Qualified Material List for FMS-2026 Spectrally Selective Coating. The list names PPG as the only authorized manufacturer of the required paint. CMXG contract manager verified with Lockheed Martin via email dated 31 Jan 2024, that no other manufacturers are approved.

Section D: Efforts to Obtain Competition

Based on findings, it was revealed that the required paint is only manufactured by PPG Aerospace. No other authorized manufacturers are approved by Lockheed Martin to manufacture the paint.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Future market research shall continue to be conducted in order to locate additional sources of this material. However, until Lockheed Martin identifies other approved manufacturers, the material must be acquired through PPG Aerospace.
