SOLE SOURCE JUSTIFICATION UNDER SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL
ITEMS IN ACCORDANCE WITH FAR 13.5

1. Contracting Activity: Department of Veterans Affairs, VISN 1, VA Boston Medical Center, 1400 VFW
Parkway, West Roxbury, MA 02132.

2. Nature and/or Description of the Action Being Processed: VA Boston Radiology Service requires a Siemens Aera mobile 1.5T MRI scanner for a period of 6-12 months while our scanner undergoes construction and a forklift upgrade. The awardee will furnish the equipment, accessories, materials, and labor to procure this requirement, to include complete demobilization and removal of the mobile unit and its accessories. This will be located at the West Roxbury Campus, 1400 VFW Parkway, West Roxbury MA 02132. This Firm Fixed Price contract will be a new award.
3. Description of Supplies/Services : Siemens Aera Mobile 1.5T MRI scanner for a period of 6-12 months. The cost estimate with options will be $387,083.00 with a delivery window of January 2023, and options extending to December 2023.
4. Statutory Authority Permitting Restricted Competition:
FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement. Competition is restricted on this procurement for the reason below:

5. Demonstration that the C Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The technologists are trained on this Brand Name Seimens system and our protocols are already set up. Awarding to Brand Name Siemens will allow the VA to use the same hard drives, create a huge savings on the IT software, hardware and work involved and provide the most consistent, effective continuity of care.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
This procurement will be solicited, multiple SDVOSBs are capable.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: All quotes submitted will be reviewed to ensure they are within standards of the IGCE and other attained market research. The lowest bid technically acceptable (that meets the salient characteristics of the mobile MRI) will be selected.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: A search was conducted in FPDS and it showed multiple possibilities for all socio economic categories are available for solicitation. A search within VetBiz provided the SDVOSB vendors available to compete for this procurement. Additional searches are proved that Small Business and Large business are also available for solicitation. A search within GSA/FSS did not provide any contract currently in place for this mobile MRI unit.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition: NA, this is procurement for Brand Name Only Sole Source.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: TrillaMed, Modern Health Services, Redhawk Medical, Veterans Medical Supply, Salvadorini Consult, Imperium Medical, Mystic Ventures Group, IS Healthcare
11. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
