Section B: Description of the Supplies/Services Required
Propose extended warranty for parts and services for the MARK 20A Instrument Landing Systems (ILS) at: Ramstein Air Base - Northern and Southern runways and Spangdahlem Air Base runways. The MARK 20A systems were initially purchased from Thales ATM Inc, who is the Original Equipment Manufacturer (OEM). Thales systems in Germany are supported by Thales Deutschland GmbH.
Section C: Justification for Soliciting from a Single Source or Brand Name
There is no other source except Thales Deutschland GmbH that warranties critical replacement parts and provides technical services for the MARK 20A ILS. OEM replacement parts and trained Thales technicians are vital to safe airfield equipment operation. Market research unveiled no other warranty provider for MARK 20A replacement parts or warranty services. Warranty provided by another provider would be incompatible with the system and impose unacceptable variations in critical flight safety parameters established by the Federal Aviation Agency. No comparisons are found for these unique replacement parts.
Service from other vendors purchasing Thales replacement parts could create artificial price inflation.
Section D: Efforts to Obtain Competition
A Sources Sought Synopsis (utilized as part of market research) was posted to FedBizOpps on 28 August 2018 to 04 September 2018 with no responses from industry. Internet searches were also conducted to find other sources to provide the warranty with no other parties identified.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
A memo from AFLCMC/HBAA was received defining equipment requirements necessary for centrally managed life cycle support of the USAF AN/GRN-29(V)1 ILS. USAF implemented a fleet-wide modernization program for the legacy AN/GRN-29(V) ILS. This modernization incorporated the Selex 2100 ILS transmitter system as part of the overall program. USAFE intends to replace existing ILS at Ramstein AB and Spangdahlem AB in Germany with the approved USAF baseline AN/GRN-29(V)1 ILS. USAFE has selected this system to ensure it is eligible for inclusion in the Centrally-Managed life cycle support program. To be eligible for the life cycle support, an ILS may only include the equipment described in the AN/GRN-29(V)1 TOs. If these equipment requirements are not met, life cycle support will not be provided by the AF LCMC and responsibility would reside with USAFE.
Once Ramstein and Spangdahlem Airbases have been upgraded to the new system, no further competition for equipment or such warranties will be necessary.
