This document is a single source justification for a federal contract opportunity. The Air Force Institute of Technology requires two high precision CubeSat Attitude and Determination Control Systems and two sets of six integrated course sun sensors from Blue Canyon Technologies. These items are needed for proper attitude determination and control of small satellites being developed by AFIT. Only BCT can meet the government's requirements due to compatibility with AFIT's existing satellite hardware and software configurations. Three companies were identified as potentially capable of providing CubeSAT models, but only BCT can meet the specific requirements for size, performance, and interface compatibility. Twelve small businesses were contacted via DSBS and a sources sought was posted to BetaSAM.gov, but no other vendors were found that could fulfill the customer's needs. The government will continue seeking alternative suppliers but currently only BCT is approved to perform the work under solicitation number FA8601-21-Q-0100. Quotations must be emailed by July 1, 2021 to Claire Minniear at AFLCMC/PZIBB.

Section B: Description of the Supplies/Services Required
The Air Force Institute of Technology (AFIT) center for Space research and assurance (CSRA) requires two (2) high precision CubeSat Attitude and Determination Control Systems (ADCS) and two (2) sets of six (6) integrated course sun sensors (CSS) required for proper operations . This will allow for Attitude determination and Control of the small satellite (CubeSat). This model will be able to accomplish most of the missions in the next few years and will become the baseline model for the new AFIT CubeSat Bus. Critical to the success of each mission is the ability for AFIT researchers to create spacecraft hardware and software that can operate in space for extended periods of time.
Section C: Justification for Soliciting from a Single Source or Brand Name
It is in the government's best interest to solicit this as a single source due to Blue Canyon Technologies (BCT) being the only supplier and distributor for the BCT XACT. AFIT requires two (2) ADCS models for its satellite that is already built. This satellite operates with an 8-X system that can only be paired with BCT XACT model, this is due to size restriction and performance requirements. In addition all sun sensors, connectors, and pin-outs are custom made for the BCT XACT therefore the governments needs can only be fulfilled by BCT.
however, that vendor failed to provide the government with the necessary documentation to justify the price to the Government. Since the vendor failed to provide the information, the customer was required to re-evaluate its technical requirements, and the only vendor that can meet its needs is BCT. Other potential sources were identified, and a sources sought was posted, however, no other vendors with the required capability came forward.
Section D: Efforts to Obtain Competition
Three (3) companies are capable of providing CubeSat models to the government, however, only one company is capable of providing the exact requirement for size and performance that also interfaces with the current hardware and software configuration in use by the customer. Twelve (12) potential small business vendors were identified via the Dynamic Small Business Search (DSBS) and contacted via email, yet none responded after one (1) week. Additionally, a sources sought was posted to BetaSAM.gov for a period of one (1) week, yet no potential vendors responded. BCT is the only company that was found to meet the customer's requirements.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The government will continue to actively seek out companies who are capable of meeting the necessary requirement. Should another company come forward the Government will re-evaluate it's position.
