Section C: Justification for Soliciting from a Single Source or Brand Name
The 59th MLRS requests the use of a brand name justification IAW FAR 13.106-1(b)(1) to procure a CPET system and associated parts. The Vyntus CPX CPET system will replace the current system which is outdated and no longer operable. The system will be used to accurately determine heart and lung function as well as anaerobic threshold and pulmonary function testing with exertion. In addition, active duty patients that has previously tested positive for COVID and/or with associated health complications related to the disease are required to have the CPET completed before being deemed fit for duty/return to active duty status.
This brand name product is essential to the Government's mission. The Vyntus CPX System contains numerous components that are attached to a computer system to test all aspect of cardiopulmonary function. Components include an EKG and respiratory gas analyzer as well as a computer with printer. Software includes Vmax from Vyaire, Cardiosoft from GE Healthcare with option 6.71, as well as ST Heart Rate/Hysteresis, Stress Test Interpretation, PDF reporting, and T-wave analysis software. Other components that interconnect to the system include an Ergoselect 600P Cycle Ergo meter and a Trackmaster TMX428CP treadmill. In addition, the Vyntus CPX system has the required certification which allows the system to connect to the MHS Genesis or DoD/DHA network to allow patient data or patient study transfers and upload to the patient's electronic record.
