Section B: Description of the Supplies/Services Required has a brand name requirement for the following:
15 each, Part # QSX-VSR2-1110-20-04-04AB-LD-VP - S-Band Telemetry Transmitter, and 15 each, Part # QSX-AC-32-HS-28V-SP - Accessory: fan-cooled heat sink for 2" X 3" transmitter. Operates from 21 VDC to 34 VDC, powered from existing transmitter wiring. No separate power leads for fan. Includes MDM-15 jumper cable to connect heat sink to transmitter. Includes: BG35352 2X3 Thermal Pad, Bergquist QPAD II 0.006"/0. 152mm.
S-Band Telemetry Transmitter Specifications are as follows:

Section C: Justification for Soliciting from a Single Source or Brand Name
These are highly specialized components to be utilized to support the and similar transmitters are used in several other Combined Test Forces across the AFTC. It is paramount that these units be inter-operable, and must have exact form, fit, and functionality with existing transmitters, allowing them to to be installed into Instrumentation Packages These already exist on the used to manage the system's configuration, further provides electrical/electronic compatibility with units installed and on-hand.
In 2017/18 the procured 34 each of the S/C band transmitters, P/N QSX-VFR4-1110-20-64-07AD-DP-LD under PR F1S0AF8115B101. In addition, the purchased 10 units of these P/N: QSX-VSR2-1110-20-04-04AB-LD-VP Telemetry Transmitters, and have previously procured similar units for various Combined Test Forces, (FA9302-18-F-8110 for 66 units, and FA9302-16-F-E005 for 12 units). These units were all designed, developed and manufactured by Quasonix. The data and specifications are proprietary to Quasonix. These units that we are about to procure have an established number assigned and approved for use at all Government Ranges. These units will serve as both operational and replacement components;
hence, they must have the exact form, fit and functionality of the existing units since the mechanical and electrical installation designs must match and be documented on the signed off drawings by . In addition, these units must be compatible with the units already on-hand and currently installed in support of the program.
The technical data and specifications of the transmitter were designed and developed by Quasonix. These data and specifications are proprietary to the company. To redirect to a different source would require: (1) new designs/drawings, (2) rewiring of the aircraft and (3) reconfiguration of aircraft at additional time/cost to the government. These costs would far exceed the costs to purchase spare units and could have negative impacts to the program, delaying critical capability to the warfighter.
Lastly, market research has revealed authorize resellers able to provide the same identical items required for this acquisition, therefore, this purchase is brand name.
Section D: Efforts to Obtain Competition
Market research conducted included Internet searches, reviewing of Trade Journals/Shows, review of Government databases, attendance of several symposia, e.g., International Telemetry Conference (ITC), International Test and Evaluation Association (ITEA) and etc. Met with other engineering community in other agencies.
The Directorate of Contracting has posted combined/solicitations and notices on FBO, now Beta.SAM.Gov for previous acquisitions.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Engineers and project managers will continually perform market research; will attend various symposia, e.g., ITC, ITEA, Range Council conferences and meet with other engineering community from other agencies. We will continue to post RFI's in BetaSam.gov seeking capabilities from other companies.
