This requirement is a for a building in a box (BIB). The BIB is a complete kit for building a K-SPAN building. It includes the steel at the correct specifications, concrete forms, personnel doors, and roll up doors, insulation, and all additional hardware necessary to assemble the K-SPAN building.

Procurement under the contract will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2302(b) and implemented by FAR 13.501, Sole source acquisitions conducted under simplified acquisition procedures. Only one product is suitable for this requirement because the supplies are unique or highly specialized.

M.I.C. Industries has been found to be the only source that can provide the requested material due the current use of the Ultimate Building Machine, which was developed to seamlessly form metal for the K-SPAN building without the use of technicians and/or engineers. Due to the proprietary nature of the equipment, M.I.C. Industries' coils and steel are necessary to ensure the proper functionality of the machine, to ensure the specifications of the facility are accurate and safe, and to ensure the lifespan of the Ultimate Building Machines is not degraded by using materials that are not compliant with its specifications. The remaining building in a box kit is specifically designed to use with these unique K-SPAN or K-SPAN-like buildings.

A sole source justification will be posted to the Government Point of Entry to allow transparency of this requirement to the market. Additionally, market research was performed via on-line searches; searches via FBO, EDA, direct communications with the contractor, and the issuance of a sources sought (which yielded no responses) were utilized to identify as many sources / distributors for this requirement as possible.

The acquisition team will work diligently to request and compare pricing information from both the contractor and other agencies that have awarded similar contracts to the specified vendor to ensure that the priced is determined fair and reasonable.

Through every available means, the 823rd RHS will continue to monitor market information and technical publications to determine whether any other source can meet our needs. In addition, minimum requirements for any future requirements as described herein will be shared with industry to encourage other manufacturers to begin producing similar compatible products.
