Section B: Description of the Supplies/Services Required

This requirement is to procure a 90-day service to determine the capability of the Babel X software and Babel Street Sentry services to incorporate Publicly Available Information (PAI) tools and analytics to provide real-time, actionable intelligence, and end product reporting to personnel.

Section C: Justification for Soliciting from a Single Source or Brand Name requires the incorporation of PAI into Force Protection and mission planning processes but does not have the capability to develop or support the on-going analysis on a continuous basis. personnel that require use of PAI information are assigned on 6-month or other rotational periods and do not require PAI at their home stations - this does not allow for proper training and use at the subject matter expert level.

The 90-day test effort of Babel Street Sentry and the Babel X software meets the PAI needs. Babel X software has the capability to provide search results based on known requirements for PAI - the software is a web-based application that is multi-lingual, geo-enabled, text-analytical PAI tool with the capability to generate real-time, actionable intelligence using Babel open-source and web-based data sources. Babel Street Sentry is a service that utilizes Babel Street personnel and Babel Street software to provide search results based on customer driven requirements.

Section D: Efforts to Obtain Competition

Market research for this requirement used the Berber Reports and findings indicated that 13 companies are capable of providing software that gathers and analyze PAI at varying levels. These companies provide software that is web-based and has multi-lingual capabilities, are geo-enabled, and use a text-analytic PAI tool. Four (4) of these companies are capable of providing this requirement, however, only Babel Street has the capability of of providing PAI across all social media, indexed web and indexed news sites, as well as blog sites, and sales sites. Efforts to obtain competition include a sources sought posted to FBO which revealed 15 vendors capable of providing PAI analysis at varying levels. Follow-up questions to the Sources Sought revealed that no vendors contacted are capable of meeting the language translation requirements of

Responses indicated that the additional languages could be added to their portfolios, however, this would increase their estimated costs and would require 4-8 weeks for incorporation and analysis for usability. will also consider the feasibility of providing PAI training at home station for deployers to support the continuing need and growth of this requirement.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In the future, if this method for accessing PAI is found successful, a long-term contracting action will take place and should another company be able to provide the required capabilities, a competitive award process will occur.
