One month rental/lease of Hexagon Manufacturing Inc. (Hexagon) Leica Absolute Tracker (AT) 960 Scan System with Leica Absolute Scanner (LAS) hand-held laser scanner, tracker stand, and laptop with Polyworks reverse engineering digitization software required to support High Fidelity Scanning.
Section C: Justification for Soliciting from a Single Source or Brand Name
The Computer Aided Design (CAD) modeling team has an urgent need for the ability to scan hard to reach elevated areas of the aircraft in order to develop the required high fidelity CAD model. The Hexagon Leica AT960 Scan System provides a unique +/- 0.005 inch (meteorology class) accuracy at a spherical volume up to 252 feet from the scanner laser tracker. It provides the capability for high productivity laser scanning of large objects with meteorology class accuracy. In addition to the extended range, the LAS-XL hand-held laser scanner provides the capability to accurately scan cavities up to 39.4 inches deep. These two key features provide the capability to capture hard to access areas of the aircraft with a high level of accuracy while using an elevated platform without having to continuously reposition the scan tracker.
The equipment is unique, highly specialized, and must be in place to support a aircraft operational capability and service life testing tasker beginning 30 March 2020. Failure to rent this scanner will negatively impact the operational availability of the aircraft reserved for the digitization, doubling their period of out of service due to the increased time required to capture the 3D data. Additionally, it would delay completion of the safety analysis, add additional flight testing and increase costs by .
Section D: Efforts to Obtain Competition
Market research was conducted and failed to identify any other meteorology class laser scanner that provides the required available range, high productivity, and ability to digitize large aircraft with sub millimeter accuracy. The laser scanner rental/lease includes access to the LAS-XL laser scanner. The Hexagon AT960 Scan System with LAS laser scanners package is not available through non-original equipment manufacturer (OEM) vendor rentals/leases. This scanner is a low rate initial production component and not currently available as a rental/lease unit. There are a limited number of this component available for lease. Market research indicates this equipment and the capability it provides is only available from the OEM, Hexagon Metrology, Inc.
