Pursuant to the Federal Acquisition Regulation (FAR) subpart 13.5.
1. Agency and Contracting Activity. Identification of the agency and the contracting activity, and specific identification of the document as a “sole source justification.”
The Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Chief of Contracting Office (COCO) proposes to award a contract pursuant to FAR 13.106-1(b) Soliciting from a Single Source..
2. Nature and/or description of the action being approved.
DHS intends to award a single source contract PURSUANT TO FAR 13.106-1(b) for the procurement of datasets from PriMetrica, Inc. Telegeography Division, 1 Thomas Cir NW STE 360, Washington, DC 20005. These datasets will enable NRMC to fill data gaps, provide capacity-based attributes, cascade impact analysis, key site analyses and more. Therefore, NRMC would like to enter a single-source contract with PriMetrica, Inc.
3. Description of Supplies/Services. Describe the supplies or services to be acquired. Provide the estimated total value (including options, if any).
The National Risk Management Center (NRMC) is looking to procure access to datasets from PriMetrica, Inc. Total estimated cost for this procurement in the event all option years are exercised is . PriMetrica, Inc.’s Telegeography division is the sole producer of these datasets, which Integrated Operations Division (IOD) leveraged in the past to perform critical infrastructure’s geospatial analysis and mapping. These datasets are used to provide information on critical communications infrastructure as such long-haul networks, undersea cable, and a comprehensive global data centers capacity and service providers.
NRMC access to these datasets will address critical gaps the NRMC has identified in performing critical infrastructure risk analysis and assessments within the Communications Sector to support incident response and crisis action events such as but not limited to hurricane and wildfire response and its ongoing initiatives. NRMC needs these robust datasets to be integrated within the analytic tools that will allow us to identify physical infrastructure assets to analyze and visualize dependencies across Functions or assets and cascading impacts to critical infrastructure.

This will help to reduce risk to infrastructure and support the overall NRMC and CISA mission to protect the Nation’s critical infrastructure landscape.

4. Identification of the authority.
Pursuant to FAR 13.106-1(b) Soliciting from a single source.
(1) For purchases not exceeding the simplified acquisition threshold.
(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
5. Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.
PriMetrica Inc’s TeleGeography datasets are the only datasets that offer data to track undersea cable outages (disruption/failure) and historical data that will satisfy NRMC’s needs. The Telegeography datasets offers data that can support policy decision-making at the conglomerate or summary and trending level of data.
Based upon research of historical data within DHS-CISA, TeleGeography was found to be the industry’s leading source of telecom data, market research, and analysis. TeleGeography datasets are data sources used by CISA in the past to support a number of analyses. The dataset from TeleGeography have proven to be an important data source to support CISA’s risk assessments on telecommunication assets. In 2023, PriMetrica Inc. acquired TeleGeography and now the only source available to provide the TeleGeography datasets. Furthermore, it is expected that the Government would incur incalculable time & costs switching to another company who could provide datasets.
6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable. (The discussion should include whether a www.sam.gov notice was or will be publicized, as required by FAR s 5.301, 6.305(a). If the justification covers a brand name item, this section should address compliance with FAR 5.102(a)(6)).

The government’s market research efforts revealed there are no other vendors that have the products needed to satisfy this requirement. Prior meetings with vendors concluded that Telegeography is the only vendor that can offers data to track undersea cable outages (disruption/failure) and historical data that will satisfy NRMC’s needs.
COR also performed a search on the GSA eLibrary for undersea and submarine cables which resulted in zero results. A www.sam.gov notice will be publicized.
7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. (Use information such as commercial pricelists or prior acquisition history that will help the Contracting Officer determine the anticipated cost is fair and reasonable or discuss the application of any of the techniques described at FAR 13.106- 3(a)(2) and/or 13.106-3 (b)(3)).
The contracting officer determines that the anticipated price(s) will be fair and reasonable based on the catalog pricing received from the vendor.
8. Description of market research. (Market Research is required by FAR part 10 and HSAM
3010, and the DHS Market Research Guide. Describe the results of your market research or provide a statement of the reason why market research was not conducted).
The COR researched GSA Advantage to determine if Telegeography were on any of the MAS vehicles and found nothing that ties either to a schedule. Further research revealed there were a few open market vendors that specialized in certain sectors of infrastructure datasets, but not everything the program team needed. In comparison to other companies in the field, TeleGeography stands out for its comprehensive and detailed mapping of the telecom industry, especially undersea cables. They provide critical data that helps maintain and improve network infrastructure. TeleGeography has a unique vantage point into the growing network dominance of content networks primarily focusing on terrestrial networks, international internet infrastructure, and bandwidth demand modeling.
9. Any other facts supporting the justification. (You must explain why technical data packages, specifications, statements of work, or purchase descriptions are not suitable for enhancing competition or not available. Discuss why your requirement cannot be modified to increase competition. If you are contending only one source can meet the Government’s minimum need, you must document the reason why and describe the extent to which the Government will be harmed if not acquired from that vendor. Address any potential duplication of cost, if applicable.)

10. A listing of the sources, if any that expressed, in writing, an interest in the acquisition.

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for supplies or services required. (Include a statement of actions taken or will be taken to increase competition for future acquisitions of the same item/service).
The NRMC team will continue to research the industry for new vendors and advancements for datasets that will address the need track outage/disruption of undersea cables.
12. DHS intends to post the requirement pursuant to FAR 6.303-2.
