Section A: General Contract Information

Estimated Contract Cost (including Options): $88,788.14

Section B: Description of the Supplies/Services Required

1) One each Haas UMC-750SS; true 3-axis Vertical Milling Center with 30hp In-line Direct Drive 40 Taper 15,000rpm spindle. Machine will have 32GB expanded memory, through-tool coolant and high-pressure/flow air to the cutting tooling, belt-type chip conveyor, programmable multi-position coolant nozzle, auxiliary coolant filter system. Include a standard 1 year warranty on parts and labor.

2) Additionally the machine will include the minimum tooling; 10ea CT40 through-spindle coolant studs and a four axis rotary table.

3) Machine start-up, assembly and training for 1-5 students

4) One each IUID tag plate

Section C: Justification for Soliciting from a Single Source or Brand Name

10 U.S.C. 2304(c)(1), the property or services needed by the agency are available from only one responsible source or from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency, as implemented by FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, required by FAR 6.303-2(b)(4).

(2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

(ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in-

(B) Unacceptable delays in fulfilling the agency’s requirements. (See 10 U.S.C. 2304(d)(1)(B).

The 819 RHS Aircraft Metals Technology Section requires a true 3-axis Computer Numerical Controlled (CNC) Milling machine to support 240 vehicles including heavy construction vehicles, providing full simultaneous true 3-axis motion for contouring and complex machining which is required in the manufacturing of heavy/light construction vehicle parts. The section already uses other CNC machinery and has invested approximately $50,000 into CNC machines and tooling. Unfortunately our last CNC machine was very old and the software crashed and could not be replaced due to upgraded technology and the loss of floppy disk utilization across the Air Force. Additionally, all personnel in the Metals Technology career field Air Force wide are exclusively trained using Haas machines. A letter from Haas stating Phillips Corporation as the exclusive dealer for Haas CNC machines and tooling. Therefore, this requirement has no reasonable expectation of realized savings to the Government through competition so there is a reasonable basis to limit competition in order to fulfill the minimum specifications provided by the 819th RHS, IAW FAR 6.302-1(b)(1)(i). this requirement with only one source.

Section D: Efforts to Obtain Competition

All personnel in the United States Air Force Metals Technology career field have been exclusively trained on the Haas UMC-750SS Vertical Milling Center. Additionally, the current milling machine was a previous iteration of the Haas UMC-750SS and many its components (attachments, power supply, etc.) will be utilized with the new machine. In total, both of the aforementioned circumstances have created a bona fide need for the Hass UMC-750SS Vertical Milling Center, for which Phillips Corporation is the exclusive distributor of all Federal Government sales of Haas products.

However, to ensure all possible efforts have been made a notice of intent to sole source was posted.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Until such a time that the Hass brand is replaced at the Air Force Metals Technology Tech School no other manufactured from another manufacture will suffice for the 819th Red Horse Squadron.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
