Sole Source Justification FAR 13.106-1(b)(1)(i) For purchases not exceeding the simplified acquisition threshold. Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
In accordance with FAR 13.106-1(b)(1)(i) the Social Security Administration (SSA) intends to fulfill this requisition with a sole source item. The Office of Telecommunications and Systems Operations (OTSO) are improving auditing and monitoring on the iSeries platforms connected to SSA. SSA purchased and implemented Compliance Monitor (CM), which is a commercial-off-the-shelf(COTS) automated iSeries Vulnerability Assessment Tool. The Division of Information Systems Security Administration and Operations (DISSAO) uses CM to audit and monitor the AS4000 iSeries systems for vulnerabilities. CM simplifies the task of reporting against system configuration and users activity. This ensures that all iSeries systems comply with OTSO security policies. Help/Systems LLC is the only authorized reseller for iSeries and Vulnerability Assessment Tool Compliance Monitor .
