About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Law Enforcement (FDLE) for SmartCop SmartMap licenses and professional training services. The procurement is for a 36-month contract with Smart COP, Inc., to be deployed by FDLE's Capital Police, with a posting date of April 9, 2025, and a last day for receipt of information of April 30, 2025. The SmartCop software solution is designed to improve public safety and productivity by simplifying complex processes, offering features like Live CAD display, silent self-dispatching, mapping and routing, and state and local searches.

The estimated contract value is $50,000.00, and the justification for single-source acquisition is based on the software's proprietary nature. SmartCOP is the sole supplier of annual maintenance, system support, training services, and customization, with copyright restrictions preventing other vendors from accessing or modifying the source code. The software includes SmartMap, which provides integrated ESRI GIS maps with online and offline capabilities, unit location tracking, and active call for service visualization. The contract has been approved by Julia Lycett, Chief of General Services, and Seth Montgomery, Colonel of FDLE Capital Police.
