THIS REQUEST FOR INFORMATION (RFI) – SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION
1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Small Businesses, including Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses (SDVOSB/VOSB), who are interested in submitting proposals for this procurement and who can perform the work required for this procurement.
2. The NAICS for this requirement is 339112– Surgical and Medical Instrument Manufacturing
3. The Contractor shall supply, install, configure, and Research equipment products and provide on-going technical support and maintenance services for that installed software product for the Tibor Rubin VA Medical Center located in Long Beach, California. The required supply item must take in data from multiple VA legacy systems, including Veterans Health Information Systems and Technology Architecture (VistA)/Computerized Patient Record System (CPRS), to provide ongoing surveillance and real-time alerts of clinical activity to VA clinical staff. The required services shall be provided by the contractor along with all the resources necessary to accomplish the deliverables described in the attached DRAFT Salient Characteristics.
4. Interested and capable Contractors are encouraged to respond to this notice not later than Wednesday, August 13, 2025, at 03:00 PM PST, by providing the following information via email only to hanan.mccullick@va.gov.

If you intend to provide a product manufactured by a company other than your own, state the name of the company whose product you intend to provide, the country of origin for the product you intend to provide, and whether the company that manufactures that product is a small business under the size standard for the NAICS code identified under this RFI.
(j) Statement indicating if you have a current contract to provide the product that you intend to provide for this procurement, along with the installation, configuration, validation, support, and maintenance services required by this procurement, under either the General Services Administration’s Federal Supply Schedule or with NAC, NASA SEWP, or any other federal contract. If yes, provide the contract type and contract number, as well as the identity of the federal agency with whom you hold that contract.
(k) Statement indicating how many calendar days you estimate it would take you to install, configure, and validate the product that you intend to provide for this procurement in a medical center similar to the Tibor Rubin VA Medical Center.
(l) General pricing for your products/solutions for market research purposes.
(m) A capability statement that provides detailed information for one or more reference contracts that demonstrate your experience providing clinical surveillance software that meets the requirements described in the attached DRAFT Statement of Work and demonstrates your experience providing the installation, configuration, validation, support, and maintenance services required by this procurement. GENERAL STATEMENTS OF CAPABILITY ARE NOT ACCEPTABLE. Respondents must provide the following information for each reference contract the respondent identifies as evidence of the respondent’s capability to perform the work required by this procurement. Respondents must provide the following information for each reference contract:
(1) the legal name of entity with whom the respondent held the contract;
(2) the contract number;
(3) a description providing details of the specific tasks the respondent performed under that contract;
(4) the dates during which the respondent performed the contract;
(5) the name, phone number, and email address of a person at the entity with whom the respondent held the contract who can verify the information the respondent provides regarding this reference contract.
If a respondent offers to demonstrate experience through the proposed use of subcontractors, the respondent must identify the legal name of each subcontractor and provide all of the information required above for one or more reference contracts performed by each subcontractor the respondent intends to use.
NOTE: The information requested above is required for the Government to evaluate whether there are sufficient small business concerns of a particular type who are capable of performing the work required by this procurement to determine if this procurement should be set aside for a given type of small business concern. FAILURE TO SUBMIT ALL OF THE INFORMATION REQUESTED ABOVE MAY BE VIEWED BY THE GOVERNMENT AS EVIDENCE THAT THE RESPONDENT LACKS THE ABILITY TO PROVIDE THE RESEARCH EQUIPMENT AND SERVICES REQUIRED BY THIS PROCUREMENT. THIS, IN TURN, MAY AFFECT THE GOVERNMENT’S DETERMINATION ABOUT WHETHER THE REQUIREMENTS FOR A SET-ASIDE PROCUREMENT HAVE BEEN MET.

SCHEDULE OF SUPPLIES:
SALIENT CHARACTERISTICS:
Waving Rotator must have:
· 360° orbital waving motion for efficient sample mixing.
· Speed range of 5 to 120 rpm with precise control: ±1 rpm ≤ 30 rpm, ±2 rpm > 30 rpm.
· Adjustable rocking angle from 1° to 12°.
· Digital display for speed and time settings.
· Timer range from 1 minute to 99 hours and 59 minutes, or continuous operation.
· Maximum load capacity of 9.8 kg (22 lbs).
· Platform size accommodating up to six 96-well microplates.
· Optional non-slip rubber mat tray for various labware.
· Compact design suitable for use in incubators (non-CO₂), chambers, and refrigerators up to 60°C.
TX-750 Adapters for 1.5/2 mL Tubes:
· Must be specifically designed for use with the Thermo Scientific TX-750 swinging bucket rotor.
· Must securely accommodate 1.5 mL and 2.0 mL conical microcentrifuge tubes.
· Must ensure stable, balanced centrifugation at high speeds without compromising rotor integrity.
· Must be chemically resistant and autoclavable, allowing for repeated sterile use.
· Must be constructed of high-durability materials capable of withstanding RCFs up to or exceeding 4,000 × g.
· Must be compatible with ClickSeal™ biocontainment lids and the TX-750 bucket configuration.
· Must allow for tool-free insertion and removal of microtubes while preventing slippage or breakage.
· Must be manufacturer-certified by Thermo Scientific to ensure safety, compatibility, and warranty compliance.
TX-750 Adapters for 5/7 mL Tubes:
· Must be compatible exclusively with the TX-750 swinging bucket rotor.
· Must securely hold 5 mL and 7 mL round-bottom tubes during high-speed centrifugation.
· Must maintain balanced loading within the TX-750 buckets to ensure rotor safety and prevent vibration.
· Construction must allow for chemical resistance and durability under repeated centrifugation cycles.
· Must be made of high-strength, autoclavable materials suitable for use in sterile environments.
· Must support easy insertion and removal of tubes without damaging sample vessels.
· Must be manufacturer-certified by Thermo Scientific for use with TX-750 to preserve rotor warranty and biocontainment validation.
· Must be compatible with ClickSeal™ lids and existing bucket configuration of the TX-750 system.
· Must comply with lab-grade performance standards and withstand RCF forces exceeding 4,000 × g.
METTLER TOLEDO MR204 Analytical Balance must have:
· Maximum capacity of 220 g.
· Readability of 0.1 mg.
· Electromagnetic Force Compensation (EMFC) weighing cell.
· FACT automatic internal calibration.
· 4.5-inch color touchscreen display.
· QuickLock draft shield for easy cleaning.
· Full metal housing with overload protection.
· Connectivity options: USB-A, USB-C, RS232, Ethernet.
· Guided leveling assistant.

Microcarrier Set for TX-750 swinging bucket rotor:

· Construction must ensure chemical resistance and withstand high-speed centrifugation without deformation.

TSX2320FA Manual Defrost Freezer (-20°C) must have:
· Temperature range of -25°C to -15°C, factory set to -20°C.
· 23 cu. ft. (approximately 659 liters) storage capacity.
· Manual defrost to prevent freeze-thaw cycles and protect sample integrity.
· Energy-efficient V-drive compressor system.

Thermo Scientific Heracell VIOS 160i CO₂ Incubator must have:

· THRIVE Active Airflow system for uniform temperature and CO₂ distribution, ensuring fast recovery of all parameters in 10 minutes or less.

Thermo Scientific TX-750 Cell Culture Centrifuge Rotor Package:
· Must include a swinging bucket rotor capable of holding 4 × 750 mL buckets.
· Must support a maximum speed of 4,700 rpm and a maximum RCF of 4,816 × g.
· Buckets must be compatible with a variety of tube adapters, including 15 mL, 50 mL, and microcentrifuge tubes.
· Must include ClickSeal™ biocontainment lids, certified for aerosol containment and operable with one hand.
· Rotor must be certified for biocontainment by recognized third-party testing organizations.
· Must be compatible with Thermo Scientific Sorvall ST40, Megafuge 40, Multifuge X3, and related centrifuge models.
