JUSTIFICATION FOR QUALIFICATION REQUIREMENTS

SECTION B:
1. JUSTIFICATION FOR ESTABLISHING A QUALIFICATION REQUIREMENT
a. Criticality: Repair/overhaul of this Traveling Wave Electron Tube requires engineering source approval by the engineering support activity 415 SCMS/GUBB in order to maintain the quality of the part. Failure to procure this Traveling Wave Electron Tube from a fully qualified repair source can result in functional deficiencies that will degrade the mission capability of the AN/FPQ-16, Perimeter Acquisition Radar Attack Characterization System, PARCS, MWD.
The proper operation of the Traveling Wave Electron Tube is vital to the operational capabilities of AN/FPQ-16, Perimeter Acqusition Radar Attack Characterization System, PARCS, MWD.
Qualifying as a repair source is neccasry to assure the government that the Traveling Wave Electron Tube repaired by the offeror will perform properly in MWD system. Failure to properly repair the Traveling Wave Electron Tube may result in compromising the operational capabilities of the AN/FPQ-16. Completion of the specified repair source qualification requirements will ensure the government that the offeror is capable of repairing the Traveling Wave Electron Tube in compliance with the applicable specifications and data. The completion of these repair source qualification requirements will establish the technical capability of the offeror to support the government’s need for the repair of this Traveling Wave Tube.
b. Complexity, Repair Processes, and/or Material Considerations: N/A
c. Form, Fit, Function, and Interface: The qualification requirements specified herein are necessary to verify the structural and/or functional integrity and/or fit, form, and interface of the Traveling Wave Electron Tube being procured.
2. REASON WHY QUALIFICATION REQUIREMENT MUST BE DEMONSTRATED PRIOR TO ANY CONTRACT
AWARD
a. Completion of the specified pre-contract award qualification requirements are necessary to assure the government that the offeror is capable of repairing the Traveling Wave Electron Tube in compliance with the applicable technical specification/data within the schedule and economic constraints of our contracts. There are significant technical and schedule risks which can only be minimized by a completion of the requirements prior to contract award.
b. Qualification Requirement Cost Estimate: Estimated likely costs for testing and evaluation, which will be incurred by the potential offering party to become qualified are $5000.

SECTION C:
1. QUALIFICATION REQUIREMENTS THAT MUST BE SATISFIED TO BECOME A QUALIFIED SOURCE
a. Prequalification N otice: The offeror shall notify the appropriate government Small Business O ffice or, if responding to a solicitation, the contracting officer in the appropriate government contracting office, of intent to qualify as a source for this Traveling Wave Electron Tube.
b. Facilities, T esting, and Inspection Capab ilities: The offeror must certify to the government that they have, or have access to, the required facilities and equipment to repair, inspect, test, package, and store the item. The offeror shall make their facilities, equipment, tooling, and personnel available for evaluation and inspection by the government. The contractor must follow drawing 11260971 paragraph 4.1.
c. Data V erification: The offeror must verify that they have a complete data package. This verification must include a complete list of all procedures, drawings, and specifications, including change notices, in the offeror’s possession including, at a minimum General Electric drawing: 11260971(CAGE: 17773) and drawing 11260974 (CAGE: 17773) . The offeror may also be required to produce copies of all applicable procedures, drawings, or specifications.
d. Repair Process V erification: The offeror must repair this item to conform to the government requirements as prescribed within the ESA-approved engineering/technical data package. The offeror must show compliance with Unique Identification (UID) requirements in accordance with DFARS 211.274 as prescribed within the ESA-approved engineering/technical data package. The offeror must provide, at their own ex pense, data showing the results of all quality, performance, and environmental evaluations conducted by the offeror to show compliance with the government requirements as prescribed by 415 SCMS/GUBB. The offeror shall also identify its sources for materials and its standards for internally used processes.
e. T est and Ev aluation and/or V erification: The offeror, at their own ex pense, shall prepare and submit to 415 SCMS/GUBB for their prior approval, a qualification test plan/procedure detailing how they intend to verify compliance with all performance, environmental, mechanical, and quality assurance requirements identified by drawing 11260971 (Cage: 17773). The contractor must follow testing in drawing 11260971 paragraph 4.2. Group 1 and Group 2 test are required, however Group 3 test is optional upon request from the Government. The test Groups shall be performed in the order given in drawing 11260971; the tests within any Group may be performed in any order.
The contractor must show that they have acceptable secret facilities to perform the work, receive, maintain and store secret documents. They also need to show that they have cleared personnel.

g. Qualification Requirement Cost Estimate: Estimated likely costs for testing and evaluation, which will be incurred by the potential offering party to become qualified are $5000.
h. Qualification T ime Completion Estimate: It is the estimate of the engineering support activity that completion of this qualification effort should require 60 days. This is based on complex ity of the Traveling Wave Electron Tube and other factors.
i. Qualification T ime L imitation: An offeror may not be denied the opportunity to submit and have considered an offer for a contract if the offeror can demonstrate to the satisfaction of the contracting officer that the offeror (or its product) meets these standards for qualification or can meet them before the date specified for award of the contract. The award will not be delayed to provide the vendor with an opportunity to demonstrate its ability to meet the standards specified in this qualification requirement.
j . Ev aluation of Proposals N ot Prev iously Qualified: The offeror must be fully qualified in order to be eligible for a contract award. Therefore, the offeror must fulfill all of the requirements stated, in writing, in the qualification requirement before the date specified for award of the contract. O nce all requirements are met, the offeror will be listed as an approved repair source for this item. Approval, however, does not guarantee subsequent contract award.

2. SOURCE QUALIFICATION WAIV ER REQUIREMENTS
Sources w h o meet any of th e follow ing Source Qualification W aiv er Criteria (QW C) may apply for a w aiv er of all or part of th e qualification requirements. If a w aiv er is granted and th e offeror is aw arded a contract, th e offeror may still b e required to prov ide a post-contract aw ard first article exh ib it to v erify production capab ility:
a. QW C1: The potential source submits written certification that the articles have been supplied to the government or original equipment manufacturer (e.g., DD Form 250, Material Inspection and Receiving Report, Purchase O rder invoice, etc).
b. QW C2: The potential source is qualified on the right-hand article and requests to be qualified on the left-hand article. If the right-and left-hand articles are mirror images of each other, then approval can generally be given.
c. QW C3 : A source qualified to provide an assembly is usually qualified to provide subassemblies, maj or components, and items of that assembly.
d. QW C4: A source qualified to provide earlier dash numbers of a basic P/N may be qualified to provide other dash numbers of that same basic P/N, provided there is no increase in complex ity, criticality, or other relevant requirements.
e. QW C5 : A source qualified to provide a similar or like item can be qualified to provide the required item. H owever, for approval, the engineering authority must verify that there is no increase in complex ity, criticality, or other requirements over that of the similar item. At a minimum, the source shall provide a complete set of drawings for the similar item and written proof, such as purchase orders, shipping documents, etc., to show that the similar item was provided to the original equipment manufacturer or DoD.
f. QW C6 : A source previously qualified to provide an item, but which has been purchased, sold, merged, absorbed, reformed, split, etc., may qualify if it can be established that the qualification is currently with the requester and that the requester has the same or equivalent facilities, tooling, equipment, personnel, and utilizes the original forging, castings, etc., in the repair process.
