FAR Part 6 JUSTIFICATION AND APPROVAL FOR OTHER

The type of funds are FY19 RDTE. The Government projects award by 1 September 2020.

3. Description of Supplies/Services: Code Dx Enterprise Software Subscriptions in support of the Lifecycle Cyber Engineering Branch Software Assurance Project. The total estimated dollar value for this request is $60,000.00

4. Authority Cited: FAR 6.302-1 (a) (2) and 6.302-1 (c) – Only one responsible source and no other supplies or services will satisfy agency requirements, and name brand descriptions.

5. Reason for Authority Cited: Code Dx Enterprise is a software assurance tool. It provides the ability to scan software source code, correlate other scans from other tools, and allows analysts to analyze the findings. Its main area of use is in static source code analysis. Similar tools (Fortify, Coverity, and Checkmarx) were considered, but did not offer all of the functionality / features of the Code Dx product line of software subscriptions. Because of this we are requesting the Code Dx Enterprise brand name. Selecting a different product, it would greatly hinder the projects ability to scan code and could potentially negatively impact schedules and add additional costs that are not in the best interest of the program.

6. Efforts to Obtain Competition: Market research was conducted and no other brand name was found which could meet the Government requirement. Other brand names that were considered were Fortify, Coverity, and Checkmarx. Sites that were searched were the Army CHESS website (ITES-SW Contract), CHESS DoD ESI website, GSA Advantage, and Google.

7. Actions to Increase Competition: All future requirements will be competed to the fullest extent practical and other interested vendors will be considered.

8. Market Research: In accordance with FAR Part 10, market research was performed by a Logistics Manager during July 2020 on the ARMY CHESS website, specifically the three vendors on the ITES-SW contract and Google. A CHESS RFQ (328218) was submitted with all three vendors returning “no-bids”. The CHESS DoD ESI website was searched yielding no current site licenses for Code Dx. A SoNA (216760557) was issued by CHESS so that open market quotes could be obtained. The GSA Advantage site was also searched with no vendors selling the Code Dx product line. Code Dx’s site was searched, providing a list of authorized resellers of the Code Dx product line.

9. Interested Sources: Code Dx, Insight, and GovSmart have expressed an interest.
