JUSTIFICATION FOR OTHER THAN
FULL AND OPEN COMPETITION
I. CONTRACTING ACTIVITY
This Justification and Approval to request authority for Other Than Full and Open Competition supports requirements generated for the Air Force Sustainment Center (AFSC), 638 Supply Chain Management Group (SCMG), 408 Supply Chain Management Squadron (SCMS)/ GULB.
The contracting activity for this requirement is Defense Logistics Agency (DLA) Aviation Warner Robins DLA Av/AW. The purchase request number supporting this contracting action is
FD2060-16-00877.
II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED
Due to the circumstances described herein, the activity requests authority to acquire the procurement listed in this document using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This action will result in the award of a new contract for a lifetime buy, which will be Firm Fixed Price (FFP) to purchase a quantity of 135 each, with an estimated value of and a Period of Performance (PoP) of twelve months.The sole source requirement will be obtained from the following source:

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS
This contract will be used to support the AN/ALQ-155 Electronic Warfare System that is on the B-52H aircraft used by Air Force Global Strike Command (AFGSC). The AN/ALQ-155 is computerized Power Management System (PMS) on the B-52H Stratofortress used to control jamming transmitters, receivers display provides electronic countermeasures (ECM) against fire control radar systems and associated missiles. The eight antennas of this system provide 360 degree coverage in the D, E, F, G, and H radar bands.
The Air Force has a buy requirement for the AN/ALQ-155 DMV-183-2834 Single Board Computer SBC, National Stock Number (NSN) 5998-NCC659904EW/ PN 152-001829-0001, which is a unique component part of the Signal Processor (SP). A separate effort to procure the SP is being worked simultaneously in order to alleviate obsolescence concerns. When the SP received final approval from the Configuration Control Board (CCB) in July 2015, the -183 SBC was the component part used during testing.

The AN/ALQ-155 is a major system with highly specialized firmware, hardware, and software that uses a computerized Power Management System (PMS) on the B52H Stratofortress to control multiple jamming transmitters and receivers; the AN/ALQ-155 system provides electronic countermeasures (ECM) against fire control radar systems and associated missiles.
The -183 SBC is a derivative of a commercial item uniquely configured for the new SP. Not procuring the -183 SBC from Curtiss Wright would require development of new software for the SP. The software for the AN/ALQ-155 new SP is already developed and qualified with the -183 SBC as its major component. The cost of the next generation SBC is slightly higher than the DMV-183-2834 SBC. The SBC is a derivative of a commercial item that has military unique specifications, and requires highly skilled technicians, using relevant technical data, which are required in order to satisfactorily deliver the the firmware and board support package software necessary for the AN/ALQ-155 DMV-183-2834 SBCs to be used in the SP. The Government currently does not own a data package suitable for publication and therefore cannot provide a data package to any potential suppliers. Curtiss Wright possesses the specialized capabilities, including the engineering personnel, data, and equipment necessary to produce the DMV-183- 2834 SBCs via this effort. As the OEM, Curtiss Wright has retained the engineering expertise to address all the customer's technical requirements. Accordingly, Curtiss Wright is the only firm capable of providing the supplies described in Section III above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE
This requirement will be synopsized on the Federal Business Opportunities (FedBizOpps) web page as required by FAR 5.201. It is anticipated that sources having an interest in subcontracting may be identified through synopsis. Although the Government does not own data to support acquisition of this SBC from any other source, any source who responds to the Government as a result of this synopsis will be identified to the prime contractor as a potential for subcontracting possibilities.
A Sources Sought Synopsis (Solicitation # 5998-NCC659904EW) was issued via the FBO website on 2 May 16 and allowed interested parties fifteen (15) calendar days to provide documentation supporting their company’s capability to meet the SBC requirement.
The SS stated the original equipment manufacturer for this item is Curtiss Wright (CAGE 0Y9V5), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Curtiss Wright is the only known source with adequate knowledge of the DMV-183-2834 SBC CCA's performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. Curtiss Wright was the only respondent to the Government’s SS. Under 10 USC 2304(c)(1), this lack of response from industry further substantiates that Curtiss Wright is the only capable source.
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE
The overall cost of this acquisition will be determined fair and reasonable to the Government. In accordance with FAR 12 , the contractor will be required to provide commercial pricing, publicly offered catalogs, comparison to historical contractor sales and/or analysis of limited cost and pricing information. In the event that limited cost and pricing information is made available the Government, based on recommendations from the Defense Contract Management Agency (DCMA) and expert technical personnel supporting the program, will negotiate the proposed skill mix, labor hours, types, and quantities of material, and other direct and indirect rates. The contract price will be negotiated in accordance with the procedures in FAR Part 12 and Part 15, ensuring the ultimate price to the Government is fair and reasonable.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT
CONDUCTED
Market research was conducted as outlined by FAR 10.002 using the following methods:
reviewing industry reports, trends and product developments; discussions with industry representatives; internet searches; and industry knowledge possessed by the ALQ-155 Engineering staff. Engineering is actively engaged in component product sustainment, staying abreast of industry developments by reviewing industry reports, trends and product developments, talking with field personnel, and maintaining an active dialog with the contractors. A Sources Sought synopsis was issued on 2 May 2016 and Curtiss Wright was identified as an acceptable candidate for the requested effort There were no other vendor responses. The team conducted a review of several industry-wide searches on the Internet, using the following AE-recommended component search engines. The key terms used in the search were: DMV-183 Single Board Computer Circuit Card Assemblies:

Potential vendors were examined for their supply capabilities and for supplies they are currently providing or have provided in the past. Market research revealed that there is no commercial-off-the-shelf (COTS) application that can fulfill the ALQ-155 components requirement. Thus, market research revealed that Curtiss Wright is the OEM and the only qualified source with the data, skills, and equipment necessary to support this effort in the allotted time and within cost to meet this critical requirement.
Market research has clearly concluded the only company capable of the SBC is Curtiss Wright (CAGE Code: 0Y9V5).
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND
OPEN COMPETITION
None.

REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING
SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES
Production of the SBC will be discontinued after this contract award as this will be a lifetime buy for the purchase of the DMV-183-2834 SBC. The estimated life of the new SP with the DMV-183-2834 SBC before any updates are required is approximately 10 years. No further actions will be taken relative to this particular part as this is a life-time buy of the SBC.
Competition will be pursued if a future redesign at the LRU or system level is required.
XII. CONTRACTING OFFICER’S CERTIFICATION
The contracting officer’s signature on the Coordination and Approval Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief (FAR 6.303-2(b)(12)).
XIII. TECHNICAL/REQUIREMENTS PERSONNEL’S CERTIFICATION
As evidenced by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete (FAR 6.303-2(c)).
