About this file

This is a Justification for Other Than Full and Open Competition (J&A) document for the Defense Logistics Agency (DLA) Aviation at Tinker AFB, Oklahoma. The procurement is for a SPRAYBAR,MAIN,AFTER component (NSN 2915-01-037-6724) for J85 military engines, with a requirement of 1,020 units and 3 first article test units. The contract will be firm-fixed-price with a specific quantity, and Collins Engine Nozzles, Inc. is identified as the sole source due to unavailable technical data and manufacturing rights.

Market research conducted between February and March 2024 was unsuccessful in finding alternative sources. The government requested data rights from GE on 29 April 2025, which were refused. The acquisition is being pursued under 10 U.S.C. 3204(a)(1) for limited competition, with the United States Air Force committing to periodically re-synopsize the requirement and attempt to qualify additional sources. The solicitation is planned for release on 30-Apr-2025, with approvals from the Contracting Officer, Competition Advocate, and DLA Counsel obtained in May 2025.
