About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition due to Unusual and Compelling Urgency. It describes the acquisition of 92 SHROUD SEGMENT, TURB parts with the NSN 2840-01-321-4453. The statutory authority is 10 U.S.C. 3204(a)(2) - Unusual and Compelling Urgency, with delivery required within 365 days. The requirement is urgent to procure available stock and support F100-229 engine core module production, impacting the F100-229 War Readiness Engine totals for the F-16 Fighter Aircraft. The acquisition is restricted to the only known capable sources, Raytheon Technologies Corporation and Paramount Machine Company Inc. Efforts to ensure maximum competition were limited due to the urgency. The Contracting Officer will conduct a price analysis to determine fair and reasonable pricing.
