9. I hereby determine that the anticipated cost to the Govemment will be fair and reasonable. (Explain) The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. The Contractor may be required to provide certified cost or pricing data. A detailed cost analysis and price analysis may be accomplished. The Defense Contract Management Agency may be contacted to assist with the analysis.

Market research, in accordance with FAR Part 10, was conducted for NSN 2935-01-324-9087NZ on 19 Aug 2020. A review of Parts Manufacturer Approvals, IHS HAYSTACK and a Google web search has revealed that a commercial item suitable to meet the requirement is not available. Further, requirement cannot be modified and be satisfied with a commercial or a modified commercial item. These are non-developmental items.

Based upon the technical certification on file, technical data is not available and cannot be developed to permit full and open competition. The data presently available reflects the minimum needs of the Govemment.

Other: Item is AMSC "B" coded. The Government does not have the data/data use rights, nor the data needed to develop additional sources. Due to the low annual buy value for these items, the Government does not consider reverse engineering economically feasible.

The 421 SCMS/GUEA engineering group will continue to monitor the marketplace for source development. The Government will continue to synopsize requirements for potential sources and periodically screen the item for changes in data and source availability.
