This solicitation contemplates award of an Indefinite Delivery/Indefinite Quantity type contract (see Clauses at 52.216-18, "Ordering," 52.216.19, "Order Limitations" and 52.216-22, "Indefinite Quantity").
Three Year IDIQ - Firm Fixed Price
The quantities listed below are only estimates. The minimum contract quantity is 13 each (1 EA FA and 12 EA Production) and will be met when the first order is placed immediately following the award of the basic contract. Any resultant contract shall take effect from the effective date of the contract through a 3 year (36 month) period.

A SINGLE unit price is to be proposed for EACH Bid “A” SubCLIN 0001AA, 0001AB, 0001AC, 0001AD, and 0001AE, as well as on Bid B” CLIN 0002. Offers as to price are to be made only for the Best Estimated Quantity (BEQ) and the price shall be good for ANY quantity ordered, for the entire 36-month ordering period, regardless of whether the initial order or any subsequent orders are for a USAF, or an FMS requirement.
Alternate Offers WILL NOT be considered and if tendered will be disregarded and determined to be Non-Responsive. Offers consisting of an alternate fixed-quantity, or range pricing will be disregarded and determined Non-Responsive. Offers contingent upon alternate Minimum/Maximum Contractual Quantity or Minimum/Maximum Delivery Order Quantity are NOT to be made, and if made will be disregarded and determined Non-Responsive.
Multiple awards are NOT contemplated. The Government intends to award to a SINGLE source. Currently, there are no known FMS requirements in this need calculation, but this could change in the future. As such, US Government or FMS requirements (with concurrence of US Air Force), may be ordered off of this contemplated contract. ONLY Contracting Officers at DLA Aviation Oklahoma City are authorized to issue orders against this contract.
Price Competition: Competition may/may not be realized. However, if after receipt of proposals, competition does not exist, the PCO reserves the right to request and to receive cost and pricing information from the offeror in order to establish a fair and reasonable price. FAR Part 15 clearly reflects the rules and establishes appropriate guidance.
NOTES APPLICABLE TO BID "A" FIRST ARTICLE (FA) 0001 and SubCLINs 0001AA - 0001AE: 1 ea First Article unit IS required for this acquisition. ALL offerors are required to bid First Article Bid "A".
There is a requirement for a First Article Exhibit, First Article Test Report, Certificate of Compliance and Material Certification. After the Non-Expended Testing has been performed by the contractor in accordance with 52.209-3 (Contractor Test), the FA Exhibit is to be shipped to Tinker AFB (FY2303). The Government will perform a Proper Fit/Function Test in accordance with 52.209-4 (Government Test). If the First Article Report and Fit Check are approved, this exhibit will remain on the aircraft and will not be forwarded to USAF supply but will be considered part of the contract quantity. The contractor shall not proceed with production quantities until notice of First Article approval is received from the Contracting Officer.

The First Article offered must be manufactured at the facilities in which that item is to be produced under the contract, or if the First Article is a component not manufactured by the contractor, such component must be manufactured at the facilities in which the component is to be produced for the contract. A certification to this effect must accompany each First Article which is offered.

(d) Even though a product or service subject to a qualification requirement is not itself an end item under this contract, the product, manufacturer, or source must nevertheless be qualified at the time of award of this contract. “DoD recognized unique identification equivalent” means a unique identification method that is in commercial use and has been recognized by DoD. All DoD recognized unique identification equivalents are listed at http://www.acq.osd.mil/dpap/pdi/uid/iuid/equivalents.html .
“Unique item identifier type” means a designator to indicate which method of uniquely identifying a part has been used. The current list of accepted unique item identifier types is maintained at http://www.acq.osd.mil/dpap/pdi/uid/uii_types.html .
(c) Unique item identifier.
(1) The Contractor shall provide a unique item identifier for the following:
(i) Delivered items for which the Government’s unit acquisition cost is $5,000 or more, except for the following line items:

(iv) Any item of special tooling or special test equipment as defined in FAR 2.101 that have been designated for preservation and storage for a Major Defense Acquisition Program as specified in Attachment Number _____( or See Schedule as Applicable).
(v) Any item not included in paragraphs (c)(1)(i), (ii), (iii), or (iv) of this clause for which the contractor creates and marks a unique item identifier for traceability.
(f) The Contractor shall submit the information required by paragraphs (d) and (e) of this clause as follows:
(1) End items shall be reported using the receiving report capability in Wide Area WorkFlow (WAWF) in accordance with the clause at 252.232-7003. If WAWF is not required by this contract, and the contractor is not using WAWF, follow the procedures at http://dodprocurementtoolbox.com/site/uidregistry/ .
(2) Embedded items shall be reported by one of the following methods—
(i) Use of the embedded items capability in WAWF;
(ii) Direct data submission to the IUID Registry following the procedures and formats at http://dodprocurementtoolbox.com/site/uidregistry/; or
(iii) Via WAWF as a deliverable attachment for exhibit line item number ______, Unique Item Identifier Report for Embedded Items, Contract Data Requirements List, DD Form 1423.

(a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from .
(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.
(c) A delivery order or task order is considered ‘‘issued’’ when—
(1) If sent by mail (includes transmittal by U.S. mail or private delivery service), the Government deposits the order in the mail;
(2) If sent by fax, the Government transmits the order to the Contractor’s fax number; or
(3) If sent electronically, the Government either—
(i) Posts a copy of the delivery order or task order to a Government document access system, and notice is sent to the Contractor; or
(ii) Distributes the delivery order or task order via email to the Contractor’s email address.
(d) Orders may be issued by methods other than those enumerated in this clause only if authorized in the contract.

52.216-19 ORDER LIMITATIONS (OCT 1995)
(IAW FAR 16.506(b))
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than quantity of 9, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor--
(1) Any order for a single item in excess of quantity of 17;
(2) Any order for a combination of items in excess of quantity of 52; or
(3) A series of orders from the same ordering office within 30 days that together call for quantities exceeding the limitation in subparagraph (b)(1) or (2) of this section.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition
Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.
