The distributor/ dealer is responsible for supporting all costs contained within its proposal. As required by FAR 15.404-3, the distributor/ dealer must provide its cost data when required by the contracting officer, as well as the distributor's/ dealer's analysis of the reasonableness of costs of products provided by the OEM.

The purpose of the Amendment is to "establish" CLINs 0001AA, 0001AB, 0002AA, and 0002AB and to correct the "quality assurance" requirements for CLINs 0001 and 0002 of solicitation SPRTA1-19-Q-0533.

FIRST: CLIN 0001AA, New Manufacture Material, is hereby established at a quantity of 15 EA, for the subject solicitation.

SECOND: CLIN 0001AB, New Manufacture Material, is hereby established at a quantity of 15 EA, for the subject solicitation.

VERIFIABLE DIMENSIONS

Must be in accordance with Design Activity 77445 and drawing number 4046015.

Surplus Offerors shall complete and return the “Required Information for Surplus Material Evaluation” Form, attached, in accordance with FAR 11.302(b). The Contracting Officer shall obtain approval/ disapproval from the Cognizant Engineer based on the completed form returned by the surplus offeror prior to accepting or rejecting the surplus offer.

All Surplus material requires 100% acceptance inspection when received to ensure compliance with engineering and technical requirements or a letter of conformance from the OEM. Notify F100 engineering/technical services at 734-7603 when parts are received. NEW/UNUSED material only in original packaging (Not repacking). Acceptance inspection will be conducted by ES/Engineer. Parts must conform to engineering source approval criteria.

(IAW DFARS 232.7004(b), PGI 232.7004(b)(1), DFARS 212.301(f)(liii))

(a) Definitions. As used in this clause— “Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow

(WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov ; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/ .

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) The competition Advocate (CA) at each contracting activity/ office (as defined in DLAD 2.101) shall act as the ombudsman and attempt to resolve contractor complaints. DLA Aviation’s AOA/ CA ombudsman can be reached at

(b) Except as provided in paragraph (d) of this clause, the Contractor shall submit payment requests and receiving reports in electronic form using Wide Area WorkFlow (WAWF). The Contractor shall prepare and furnish to the Government a receiving report at the time of each delivery of supplies or services under this contract or task or delivery order.

(c) Submit payment requests and receiving reports to WAWF in one of the following electronic formats:

(1) Electronic Data Interchange.

(2) Secure File Transfer Protocol.

(3) Direct input through the WAWF website.

(d) The Contractor may submit a payment request and receiving report using methods other than WAWF only when—

(1) The Contractor has requested permission in writing to do so, and the Contracting Officer has provided instructions for a temporary alternative method of submission of payment requests and receiving reports in the contract administration data section of this contract or task or delivery order;

(2) DoD makes payment for commercial transportation services provided under a Government rate tender or a contract for transportation services using a DoD-approved electronic third party payment system or other exempted vendor payment/invoicing system (e.g., PowerTrack, Transportation Financial Management System, and Cargo and Billing System);

(3) DoD makes payment on a contract or task or delivery order for rendered health care services using the TRICARE Encounter Data System; or

(4) The Governmentwide commercial purchase card is used as the method of payment, in which case submission of only the receiving report in WAWF is required.
