PART I - THE SCHEDULE
SECTION B
SUPPLIES OR SERVICES AND PRICES/COSTS
First Article Requirements:
The current required production quantity is 24 each. However, the required quantity may change therefore contractor shall provide proposed prices to the following ranges. If the quantity ranges provided in this solicitation do not provide the best pricing option then the contractor shall submit quantity ranges that yield the best prices to the Government based on the Min quantity of 6 ea and Max quantity of 36 ea. See Clause 52.207-4. The quantity of this solicitation will be re-evaluated upon receipt of the contractor's proposal.
This solicitation contemplates award of a Firm Fixed Price contract. Each contractor must bid 'Bid A' and in addition, 'Bid B' if a FA waiver request is included in their offer. Evaluation of offers will be based on the cumulative proposed unit prices for CLINs 0001AA, 0001AB, the revalidated quantity for 0001AC or 0001AD depending on the need for First Article (FA) testing, and those provisions set out in Section M including the First Article Evaluation Costs for those contractors that are required to perform the FAs.
For Bid A - First Article Required - includes CLINs 0001AA, 0001AB, and 0001AC.In order to maintain integrity of unit prices, all First Article CLINs must be priced. There are no "Not Separately Priced" CLINs.
For Bid B - New Manufacture with First Article Waiver - includes CLIN 0001AD
Offers as to delivery should be made based upon the required number of units per month reflected under "Required Delivery" and "Proposed Delivery" in Section B below.
FA waiver will be determined at the time of award by the cognizant Tinker engineer. The FA offered must be manufactured at the facilities in which the item is going to be produced at under this contract. A certification to this effect must accompany each FA which is offered.
WHEN COMPETITION IS ANTICIPATED BUT MAY NOT BE REALIZED:If after solicitation closing and receipt of proposals, it is determined that adequate price competition does not exist, cost or pricing data shall be provided if the applicable threshold is met. If not, other than cost or pricing data will be required to justify price reasonableness.
This solicitation contemplates award of a Firm Fixed Price contract to the low offeror in which the total contract price is not expected to exceed the TINA Threshold.

5352.201-9101 OMBUDSMAN (JUN 2016)
(IAW AFFARS 5301.9103)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern.
The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) The Competition Advocate (CA) at each contracting activity/office (as defined in DLAD 2.101) shall act as the ombudsman and attempt to resolve contractor complaints. DLA AVIATION – AOB’s CA/ombudsman can be reached at 405-855-3556, facsimile (405) 734-8129. Complaints which cannot be so resolved shall be forwarded to the HQ through J-72 for resolution by the DLA competition advocate. Each activity is responsible for developing procedures for executing the duties and responsibilities of its local ombudsman.
(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements.
Such inquiries shall be directed to the Contracting Officer.
