V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS OR

NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED

ABOVE (APPLICABILITY OF AUTHORITY)

This part must be acquired from manufacturing source specified on source control drawing number 4084844, Suitable technical data, government data rights, or manufacturing knowledge are not available to permit acquisition from other sources ualification testing of another part or use of a second source part in the intended application .

The 421 SCMS believes that award to any other source would result in substantial duplication of costs that are not expected to be recovered through competition and unacceptable delays in fulfilling the Air Force’s requirements. Any potential reverse engineering effort would require qualification testing. The latest Accelerated Mission Test, not including any bench testing or flight testing, took 2 years to complete (ending Fiscal Year 13) and cost approximately $30 million. As this is expected to be a effort, it would be cost and schedule prohibitive to expend in the pursuit of additional sources. Delays in new procurement have the potential of causing a work stoppage of F100 engines, thereby grounding related aircraft and leaving the Air Force unable to meet critical mission requirements.

Accordingly, Woodward FST is the only responsible source capable of providing the items Section III above.

VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED

FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE

In accordance with FAR 5.201, this requirement shall be synopsized and the Request for Proposals will be posted to the Federal Business Opportunities website. The Government does not have qualification requirements as only United Technologies Corporation, the original equipment manufacturer, approves additional sources.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED

COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE

The contracting officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. The contractor be required to provide certified cost and pricing data. A detailed cost analysis and a price analysis be accomplished. The Defense Contract Management Agency may be contacted to assist with the analysis.

VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS,

OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT

CONDUCTED

In accordance with FAR Part 10, market research was conducted to include inquiries of available Air Force data systems, such as Haystack, Parts Manufacturer Approvals, Google, and similar item manufacturer’s websites on 14 Apr 16. This research revealed that there were no commercial items available to meet this requirement. The item described in section III used in military applications and no commercial or non-developmental substitutes are available. This is a non-developmental item. As described in Section VI above, market research, in accordance with FAR Part 10, will be conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties.

A Sources Sought Synopsis was also conducted during the market research effort described above to notify Pratt & Whitney licensees, vendors, or other sources with access to the necessary data of the pending acquisition. This posting was created on the Federal Business Opportunities website under the NSN: 2915- 01-454-3393NZ and number on 16 Mar 16 with a response date of 23 Mar 16 o responses were received.

Based on the above, a high level of confidence exists that Woodward FST is currently the only responsible source able to fulfill the requirement.

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN

COMPETITION

Drawing 4084844, CAGE 77445 from the Original Equipment Manufacturer (OEM) for this item, United Technologies Corporation, Pratt Whitney-Spare Parts Division, is the source control drawing as defined by the current version of DoD-STD-100. Due to the fact that neither qualification testing of another part nor the use of a second source part in the intended application is permitted, the Government does not consider reverse engineering feasible.

REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING

SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED

AFLCMC/LPSEA2 engineering group will continue to monitor the marketplace for source development, and he Government will continue to synopsize the requirement and rescreen the item.

XII. CONTRACTING OFFICER’S CERTIFICATION

By signing the coordination and approval document, the contracting officer determines this document to be both accurate and complete to the best of the knowledge and belief.

XIII. TECHNICAL/REQUIREMENTS PERSONNEL’S CERTIFICATION

As evidenced by their signatures on the coordination and approval document, the technical or requirements personnel certify that any included, supporting data within their area of responsibility is both accurate and complete.
