Government surplus or commercial surplus material as defined as (1) material, including commercial off-the shelf items manufactured for either Government or commercial use (e.g. production overrun quantities), which has never been sold to or accepted by the Government; or (2) material which would be considered “new Manufactured” except that it is not held by the actual manufacturer, the system contractor or subsidiary, successor, or distributor and as indicated below, will be considered to be acceptable in satisfaction of this requirement. MUST ANNOTATE ALL PART NUMBERS BEING OFFERED.

In order to be acceptable, all Used/Overhauled Government/Commercial Surplus shall be overhauled (repaired) IAW CFM Engine Shop Manual by the following source Lockheed Martin CES (CAGE L06Y2) and GE (CAGE 07482), This source is not contractually bound to provide services. Offeror shall provide evidence that the required overhaul work has been performed, or will be performed prior to shipment, as required. Offeror shall obtain the required evidence from Lockheed Martin CES or GE and provide it with offeror’s proposal.

Offeror shall provide the following required documentation with their proposal or shall be deemed non-responsive:

1. The supplier must provide a cover letter including the method being used to purchase the CU&OH parts and all available traceability paperwork showing the ownership history of the item.

2. Offeror must provide a repair source agreement. The repair source agreement must be for the above part number(s) with the qualified source cage and be with the approved repair source(s) listed above.

3. Offeror’s must be ISO 9001:2015, AS9100, or AS9110 certified.

4. Offeror’s Certificate of Conformance (CoC), such as an ATA Specification 106 Part of Material Certification Form or 8130-3 Authorized Release Certificate.

5. The Offeror must include a non-incident statement, certifying the item was not removed from engines that operated in volcanic ash, radiation exposure or submerged.

No FAA PMA manufactured new unused replacement parts that were approved for production under these methods, FAA designees; DER, DOA, DAS is allowed unless specifically approved SAR package or AFLCMC/LPSED Engineering approval prior to acceptance inspection. PMA Part numbers are identified with either prefix suffix to differentiate from OEM Part Numbers and are not acceptable without prior approval. ATA Spec 106 is not an FAA acceptable form for surplus material and will not be acceptable

This only applies to offers of Government surplus material. Offers of commercial surplus, manufacturer’s overruns, residual inventory resulting from terminated Government contracts, and any other material that meets the technical requirements in the solicitation but was not previously owned by the Government will be evaluated in accordance with the DLAD procurement note L04, Offers for Part Numbered Items.

If requested by the contracting officer, the offeror shall furnish sample units, in the number specified, to the contracting officer or to another location specified by the contracting officer, within 10 days after the contracting officer's request. The samples will be furnished at no cost to the Government. All such samples not destroyed in evaluation will be returned at the offeror's expense. The samples will be evaluated for form, fit, and function with subassembly, assembly, or equipment with which the items are to be used. End items furnished under any contract award to the offeror furnishing the samples can include the returned samples, and all acceptable end items will have a configuration identical to the samples. If specific tests of the samples' performance are made by the Government, the offeror will be furnished the results of such tests prior to a contract being entered into. In addition to any other inspection examinations and tests required by the contract, the performance of the end items will be required to be as good as that of the samples submitted. In the event of award, the contractor will be responsible for providing material that is in full compliance with all requirements in the contract or order. The surplus material to be furnished must meet the requirements of the current contract or order, whether or not the material met Government requirements in existence at the time the material was initially manufactured or sold to the Government. “High global warming potential hydrofluorocarbons” means any hydrofluorocarbons in a particular end use for which EPA’s Significant New Alternatives Policy (SNAP) program has identified other acceptable alternatives that have lower global warming potential. The SNAP list of alternatives is found at 40 CFR part 82, subpart G, with supplemental tables of alternatives available at (http://www.epa.gov/snap/ ).

“Hydrofluorocarbons” means compounds that only contain hydrogen, fluorine, and carbon.

“Ozone-depleting substance” means any substance the Environmental Protection Agency designates in 40 CFR Part 82 as--

(1) Class I, including, but not limited to, chlorofluorocarbons, halons, carbon tetrachloride, and methyl chloroform; or

(2) Class II including, but not limited to hydrochlorofluorocarbons.

(b) The Contractor shall label products which contain or are manufactured with ozone-depleting substances in the manner and to the extent required by 42 U.S.C. 7671j (b), (c), (d), and (e) and 40 CFR Part 82, Subpart E, as follows:

Contains (or manufactured with, if applicable) *_______, a substance(s) which harm(s) public health and environment by destroying ozone in the upper atmosphere.

* The Contractor shall insert the name of the substance(s).

(c) Reporting. For equipment and appliances that normally each contain 50 or more pounds of hydrofluorocarbons or refrigerant blends containing hydrofluorocarbons, the Contractor shall—

(1) Track on an annual basis, between October 1 and September 30, the amount in pounds of hydrofluorocarbons or refrigerant blends containing hydrofluorocarbons contained in the equipment and appliances delivered to the Government under this contract by—

(i) Type of hydrofluorocarbon (e.g., HFC-134a, HFC-125, R-410A, R-404A, etc.);

(ii) Contract number; and

(iii) Equipment/appliance;

(2) Report that information to the Contracting Officer for FY16 and to www.sam.gov, for FY17 and after00

(i) Annually by November 30 of each year during contract performance; and

(ii) At the end of contract performance.

(d) The Contractor shall refer to EPA’s SNAP program (available at http://www.epa.gov/snap ) to identify alternatives. The SNAP list of alternatives is found at 40 CFR part 82, subpart G, with supplemental tables available at http://www.epa.gov/snap .
