Production Lot Test (PLT)
The contractor shall withhold (25%) of the production lot quantity pending ESA approval of the lot for use. The balance of the production lot may be shipped prior to ESA approval.
Within 120 calendar days after the Government receives the quality verification sample(s), the Contracting Officer will notify the
Contractor, in writing, of the acceptance or rejection of the quality verification sample(s). The notice of acceptance shall not relieve the Contractor from complying with all requirements of the specifications and all other terms and conditions of this contract. A notice of rejection shall cite reasons for the rejection.

If the offeror has received a contract or purchase order for the same National Stock Numbered item sought under this solicitation subject to a First Article test, the offeror must identify the contract number under which the First Article is due and the date on which the First Article is due. The contracting officer will use this information in making a determination as to whether First Article can be waived for the offeror under the current solicitation, or alternately, whether a conditional award pending first article approval can be made under the current solicitation. If the requested/required delivery for the FAT Report/FA ship time cannot be met, offeror(s) shall provide a proposed delivery schedule with details explaining why the requested/required delivery cannot be met. (b) The contractor shall include applicable requirements of the higher-level quality standard(s) listed in paragraph (a) of this clause and the requirement to flow down such standards, as applicable, to lower-tier subcontracts in--

INSPECTION AND ACCEPTANCE AT ORIGIN
The Governments Quality Assurance Representative (QAR) will inspect supplies described by manufacturer's name/code and part number at origin location(s):
The QAR may require that objective evidence be furnished establishing the name and address of the plant that manufactures the supplies to ensure that a domestic product is being supplied. Objective evidence of performance must be present for all quality assurance requirements specified in the contract. The QAR may require additional examinations and tests to determine:
Completeness of item
Material is new and unused
Absence of rust
Contamination, or deterioration
Correct identification/item marking
Correct packaging
Absence of any damage
Compliance with preparation for delivery
If the supplier is not the manufacturer of the supplies, objective evidence must be furnished to establish that the supplies were produced by the approved manufacturer.
For supplies designated as former Government surplus (whether described by manufacturers name/code and part number, or by Military or
Federal specification or drawing), the original package markings of each item shall be verified to previous Government contract number and part number. An deviation shall be cause for rejection of the item. The Procuring Activity may add additional inspection requirements based on the evaluation of the surplus offer. Such additional requirements will be identified before the award.

(a) Definitions. As used in this clause--
"Automatic identification device" means a device, such as a reader or interrogator, used to retrieve data encoded on machine-readable media.
"Concatenated unique item identifier" means
(1) For items that are serialized within the enterprise identifier, the linking together of the unique identifier data elements in order of the issuing agency code, enterprise identifier, and unique serial number within the enterprise identifier; or
(2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code; enterprise identifier; original part, lot, or batch number; and serial number within the original part, lot, or batch number.
"Data matrix" means a two-dimensional matrix symbology, which is made up of square or, in some cases, round modules arranged within a perimeter finder pattern and uses the Error Checking and Correction 200 (ECC200) specification found within International Standards
Organization (ISO)/International Electrotechnical Commission (IEC) 16022.
"Data qualifier" means a specified character (or string of characters) that immediately precedes a data field that defines the general category or intended use of the data that follows.
"DoD recognized unique identification equivalent" means a unique identification method that is in commercial use and has been recognized by DoD. All DoD recognized unique identification equivalents are listed at https://www.acq.osd.mil/asda/dpc/ce/ds/unique-id.html .
"DoD item unique identification" means a system of marking items delivered to DoD with unique item identifiers that have machine-readable data elements to distinguish an item from all other like and unlike items. For items that are serialized within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier and a unique serial number. For items that are serialized within the part, lot, or batch number within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier; the original part, lot, or batch number; and the serial number.
"Enterprise" means the entity (e.g., a manufacturer or vendor) responsible for assigning unique item identifiers to items.
"Enterprise identifier" means a code that is uniquely assigned to an enterprise by an issuing agency.
"Governments unit acquisition cost" means
(1) For fixed-price type line, subline, or exhibit line items, the unit price identified in the contract at the time of delivery;
(2) For cost-type or undefinitized line, subline, or exhibit line items, the Contractors estimated fully burdened unit cost to the
Government at the time of delivery; and
(3) For items produced under a time-and-materials contract, the Contractors estimated fully burdened unit cost to the Government at the time of delivery.
"Issuing agency" means an organization responsible for assigning a globally unique identifier to an enterprise, as indicated in the
Register of Issuing Agency Codes for ISO/IEC 15459, located at http://www.aimglobal.org/?Reg_Authority15459 .
"Issuing agency code" means a code that designates the registration (or controlling) authority for the enterprise identifier.
"Item" means a single hardware article or a single unit formed by a grouping of subassemblies, components, or constituent parts.
"Lot or batch number" means an identifying number assigned by the enterprise to a designated group of items, usually referred to as either a lot or a batch, all of which were manufactured under identical conditions.
"Machine-readable" means an automatic identification technology media, such as bar codes, contact memory buttons, radio frequency identification, or optical memory cards.

"Original part number" means a combination of numbers or letters assigned by the enterprise at item creation to a class of items with the same form, fit, function, and interface.
"Parent item" means the item assembly, intermediate component, or subassembly that has an embedded item with a unique item identifier or DoD recognized unique identification equivalent.
"Serial number within the enterprise identifier" means a combination of numbers, letters, or symbols assigned by the enterprise to an item that provides for the differentiation of that item from any other like and unlike item and is never used again within the enterprise.
"Serial number within the part, lot, or batch number" means a combination of numbers or letters assigned by the enterprise to an item that provides for the differentiation of that item from any other like item within a part, lot, or batch number assignment.
"Serialization within the enterprise identifier" means each item produced is assigned a serial number that is unique among all the tangible items produced by the enterprise and is never used again. The enterprise is responsible for ensuring unique serialization within the enterprise identifier.
"Serialization within the part, lot, or batch number" means each item of a particular part, lot, or batch number is assigned a unique serial number within that part, lot, or batch number assignment. The enterprise is responsible for ensuring unique serialization within the part, lot, or batch number within the enterprise identifier.
"Type designation" means a combination of letters and numerals assigned by the Government to a major end item, assembly or subassembly, as appropriate, to provide a convenient means of differentiating between items having the same basic name and to indicate modifications and changes thereto.
"Unique item identifier" means a set of data elements marked on items that is globally unique and unambiguous. The term includes a concatenated unique item identifier or a DoD recognized unique identification equivalent.
"Unique item identifier type" means a designator to indicate which method of uniquely identifying a part has been used. The current list of accepted unique item identifier types is maintained at https://www.acq.osd.mil/asda/dpc/ce/ds/unique-id.html .
(b) The Contractor shall deliver all items under a contract line, subline, or exhibit line item.

"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.
"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.
"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and
Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and
Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--

CRITICAL SAFETY ITEMS NEW MANUFACTURE QE-STD-1
This contract is for a Critical Safety Item (CSI) as identified by the Government and shall comply with the requirements of Quality
Engineering Standard-1 (QE-STD-1).\~ For any CSI parts required in the manufacture of this item, the contractor shall procure new CSIs only from sources of supply approved by the DEVCOM Aviation and Missile Center, Systems Readiness Directorate.\~ The contractor must require purchase and acquisition of any new CSI parts to comply with QE-STD-1.\~ Adherence to QE-STD-1 is necessary to maintain the integrity of the Critical Characteristics (CCs) of each CSI component.\~ QE-STD-1 is provided as an attachment in Section J.\~
FROZEN PLANNING/VERIFICATION OF CONTINUITY OF FROZEN PLANNING REQUIREMENTS
1. By submitting this proposal, the offeror verifies that the manufacturing planning relative to critical characteristics of the
Critical Safety Item (CSI) that was frozen in accordance with Quality Engineering Standard (QE-STD) 1:
a. Has not changed since approval by the Combat Capabilities Development Command (CCDC) Aviation Missile Center (AVMC) Systems Readiness
Directorate (SRD) or by predecessor U.S. Army Aviation Systems Engineering organizations.
OR
b. Has changed and all changes have been approved by the CCDC AvMC SRD.
OR
c. Has changed, all changes have been submitted to the CCDC AvMC SRD for approval, and changes will not be implemented until approval is obtained.
2. Within 30 days of contract award, the contractor shall submit through the Contracting Officer to the CCDC AvMC SRD a copy of the current version of its frozen manufacturing planning for the CSI being procured under the resulting contract.
3. In the event that it is determined by the Government that the offeror has never had its manufacturing plan reviewed and/or approved by the CCDC AvMC SRD or by predecessor U.S. Army Aviation Systems Engineering organizations, the offeror may be required to have its manufacturing plan approved prior to First Article Test (FAT) or prior to the start of production if the FAT requirement was waived, in the event the offeror is awarded the contract resulting from this solicitation.
CRITICAL SAFETY ITEM (CSI) SUPPLIER INTERFACE AND OVERSIGHT PROGRAM REQUIREMENTS
This contract is for a Critical Safety Item (CSI) and requires special controls as identified in Quality Engineering Standard 1 (QE-STD-
1). In addition to the QE-STD-1 requirements, the contractor shall comply with the following:
a. The Contractor shall prepare manufacturing planning documentation in accordance with paragraph 6.1 of QE-STD-1 and DI-MGMT-81117A.
Any Contractor recommended changes to the manufacturing planning documentation which affect critical characteristics shall be approved by the Government. The Contractor shall not implement any process changes which affect critical characteristics without prior Government approval.
b. Written notification shall be given to the Procuring Contracting Officer (PCO) as soon as possible but at least 30 days prior to first delivery indicating the time frame when the parts being procured under this contract will be actively in production in order that a Supplier Interface and Oversight Program (SIOP) on-site review can be scheduled if such a review is determined by the Government to be necessary. The Contractor will cooperate with and allow the Government to conduct a SIOP on-site review (1-3 days typically) while the parts are actively in production. This review may also require site visits to critical process subcontractors. The purpose of the SIOP on-site review is to thoroughly review manufacturing processes and documentation for CSIs and provide feed-back and direction regarding the CSI program.
NOTE: Some of the personnel that support the SIOP program (e.g. evaluate manufacturing planning and participate in the SIOP on- site reviews) are support contractors of the Systems Readiness Directorate (SRD), Aviation and Missile Center (AvMC), DEVCOM providing programmatic and technical services under the AMCOM Express Program. The SRD will, within thirty days of contract award, identify the programmatic and technical services support contractors who may be involved with this contract and may require access to your company's proprietary data (e.g., frozen manufacturing planning) and facilities in performing their duties. Since these contractor personnel are not Federal employees, they will be allowed access only if a Non-Disclosure Agreement (NDA) between their employer and your company has been established. A standard NDA will accompany the SRD notification. If a NDA with the identified support contractor has not been entered into by your company, sign and submit the NDA with the frozen manufacturing planning to the PCO within thirty days of contract award. If there are objections to the NDA or the terms or conditions thereof, contact, in writing, the PCO within 10 days of receipt of the SRD notification so as to allow sufficient time for a mutually acceptable arrangement be reached.
FEDERAL AVIATION ADMINISTRATION (FAA) AIRWORTHINESS APPROVAL TAG
If any of the items that are the subject of this procurement are also currently being sold to commercial customers and an FAA Form 8130-
3, Airworthiness Approval Tag, is required to accompany these parts, the offeror shall:
a. Identify, in its proposal, these parts; and
b. If awarded the contract, provide FAA Form 8130-3 to the Government upon delivery of the parts.
WOOD PACKING MATERIALS REQUIREMENTS
A. Wood packaging material (WPM) means wood pallets, skids, load boards, pallet collars, wooden boxes, reels, dunnage, crates, frame and cleats. The definition excludes materials that have undergone a manufacturing process, such as corrugated fiberboard, plywood, particleboard, veneer, and oriented strand board (OSD).
B. All Wood Packaging Material (WPM)) acquired by DOD must meet requirements of International Standards for Phytosanitary Measures
(ISPM) 15, "Guidelines for Regulating Wood Packaging Materials International Trade." DOD shipments inside and outside of the United
States must meet ISPM 15 whenever WPM is used to ship DOD cargo.
(1) All WPM shall comply with the official quality control program for heat treatment (HT) or kiln dried heat treatment (KD HT) in accordance with American Lumber Standard Committee, incorporated (ALSC) Wood Packaging Material Program and WPM Enforcement

(2) All WPM shall include certification/quality markings in accordance with the ALSC standard. Marking shall be placed in an unobstructed area that will be readily visible to inspectors. Pallet markings shall be applied to the stringer or block on diagonally opposite sides of the pallet and be contrasting and clearly visible. All containers shall be marked on a side other than the top or bottom, contrasting and clearly visible. All dunnage used in configuring and/or securing the load shall also comply with ISPM 15 and be marked with an ALSC approved DUNNAGE stamp.
C. Failure to comply with the requirements of this restriction may result in refusal, destruction, or treatment at entry. The Agency reserves the right to recoup from the Contractor any remediation costs incurred by the Government.
D. Replacement Preservative for Pentachlorophenol
If packaging requirements of this contract specify the use of wood products and a preservative is required, Pentachlorophenol, commonly referred to as "Penta" or "PCP" is prohibited. Replacement preservatives are 2 percent copper naphthenate, 3 percent zinc naphthenate or
1.8 percent copper 8 quinolinolate.
(1) Heat Treatment: Boxes/pallets and any wood used as inner packaging made of non-manufactured wood shall be heat-treated. All non-manufactured wood used in packaging shall be heat treated to a core temperature of 56 degrees Celsius for a minimum of 30 minutes. The box/pallet manufacturer and the manufacturer of wood used as inner packaging shall be affiliated with an inspection agency accredited by the board of review of the American Lumber Standard Committee. The box/pallet manufacturer and the manufacturer of wood used as inner packaging shall ensure traceability to the original source of heat treatment.
