Based upon the technical certification on file, technical data is not available and cannot be developed to permit full and open competition. The data presently available reflects the minimum needs of the Government.

When FAR 6.302-1 is cited for follow-on acquisitions as described in 6.302-1(a)(2)(ii), an estimate if the cost to the Government that would be duplicated and how the estimate was derived. ______________________________________

Sources Sought was issued via FedBizOps on 24OCT16 with a close date of 27OCT16. A Synopsis was issued via FedBizOps on 2NOV16 with a close date of 16NOV16. No responses were received from the sources sought.

The overall cost of this acquisition will be fair and reasonable to the

Government IAW FAR 15.403-3, the contractor w ll be required to provide other than certified cost and pricing data to be used in supporting the Government’s evaluation of the proposed cost. The proposed skill mix of labor, labor hours, types and quantities of material, other direct costs, and direct a rates wi l be negotiated by the Government based on recommendations from the Defense Contract Audit Agency (DCAA) and expert technical personnel supporting the program. The contract price will be negotiated in accordance with the procedures in FAR Part 15.

Market research as defined in FAR 10.001 was conducted based on knowledge of individuals within the requirements community. This item was published in the 30 June 2016 CASL .

IAW DLA Broadcast Acquisition Memorandum (BAM) 2015-27 published 12 June 2015 Contracting Officers are required to issue a Request for information

(RFI) or Sources Sought with the J&A when acquiring supplies from only one or limited number of respons ble sources.
