The Government physically does not have in its possession sufficient, accurate, or legible data to purchase this part/contract repair from other than the current source(s). This code is applicable only to parts under immediate buy/repair requirements and only for as long thereafter as the deficiency is under review for resolution and appropriate recoding. This code is only assigned at the conclusion of limited screening, and it remains assigned until the full screening process resolves physical data questions and results in assignment of a different A/RMSC. If one source is available, A/RMCs 3, 4, or 5 are valid. If at least two sources exist, A/RMCs 1 or 2 are valid.
This acquisition will be solicited to
L3 Harris (CAGE 24930). Based on the market research performed by the technical representative, it is concluded that the only source of procurement is L3 Harris (CAGE 24930). It has been deemed uneconomical to pursue the acquisition of the technical data. There are no authorized substitutes of these items as they are the only items known to meet performance and compatibility requirements. The Government does not have in its possession sufficient, accurate, or legible data to purchase these parts/contract repairs from other than the current source. The Government does not own the technical data needed to support full and open competition. There is one approved source listed in ITIMP and in WebFLIS: L3 Harris, CAGE 24930.

The proposed contract action was synopsized on the government-wide point of entry on 07/27/2020 and as a result No responses were received.
Market research was conducted in accordance with far part 10. The results of the market research conducted (or the reason(s) market research was not conducted) are as follows
A technical review, which consisted of searching several Government databases including ITIMP, WebFLIS and ERP, has been completed on these items. Search criteria included Part Number, Design Control Activity, CAGE Code, NSN, Nomenclature, AMC/AMSC, AAC, Criticality Coding, recorded approved source of supply, historical sources of supply and past contracts. The review in ITIMP included reviewing award history and other potential sources of supply, AMC/AMSC code, part number, CAGE code. In ERP, the search criteria included part number, design control activity, CAGE code, NSN, Nomenclature, AMC/AMSC, AAC, and Criticality Coding, which all matched with ITIMP. The AMC is 3H to indicate that the acquisition is sole source from the actual manufacturer and the Government does not have in its possession sufficient, accurate, or legible data to purchase these parts/contract repairs from other than the current source. The approved source listed in ITIMP is a large company: L3 Harris, CAGE 24930. Other Market Analysis’ used included SAM and NAVSUP One Touch as there were no additional information found for these NIINs. Based on this market research, the Contracting Officer has determined that the only known procurement source for these items is L3 Harris (CAGE 24930).

History
If a company other than the one listed believes they have a compatible product, they can submit the item to the Engineering Program Office, to include research and development, drawings and test specifications. The program office may test and evaluate the item at the company’s expense, when appropriate. Upon qualification, the approved company will be able to participate in current or future solicitations.
The contracting officer determines that the anticipated cost to the Government will be fair and reasonable. Certified cost and pricing data is required, so an analysis of cost information will be performed which will consider field pricing reports, commerciality, procurement history and other available cost and pricing information in determining price reasonableness. It will be used to ensure reasonableness, completeness and realism of proposed costs as required.
To promote competition, NAVSUP WSS will continue to encourage vendors with the expertise to manufacture/repair the subject item to submit a complete technical data package for review and source approval by the appropriate engineering source approval authority per the (WSS) guidelines.
The Government will include a clause in the solicitation that provides that the Government will consider alternate offers, and that alternate offerors should submit a source approval request (SAR) package that will be referred to the cognizant engineering activity. Also, future requirements will be advertised on the government-wide point of entry in order to encourage potential vendors to submit SAR.

The RF AMPLIFIER, OUTPUT ISOLATOR and DIVIDER/COMBINER are coded to CAGE 24930, L3 Harris who is identified as the approved source of supply. There are no authorized substitutes of these items as these items are the only items known to meet performance and compatibility requirements within the higher assembly.
