PURCHASE DESCRIPTION
MEGOHMMETER 10-1000 V 100 TOHM
SCAT: 4449/1449
Solicitation No: SPRMM119RWC57
1.0 GENERAL This procurement requires a portable, precision, Megohmmeter to measure and directly indicate resistance up to 100 Teraohms.
2.0 CLASSIFICATION The equipment shall meet the Class 3 performance requirements of MIL-PRF-28800 for Navy Shipboard, submarine, and Shore applications.
3.0 OPERATIONAL REQUIREMENTS The specifications provided below are the minimum requirements and accuracies that will meet the Government's need. The Megohm meter shall be capable of resistance measurements within the minimum ranges, accuracies, and sensitivities specified below.
3.1 Test Voltages The equipment shall have a positive polarity and a negative voltage source meeting the following parameters.
3.1.1 Range: 10 to 1000 VDC in selectable increments.
3.1.2 Accuracy: +/-(3% + 0.5V)
3.1.3 Short-circuit current limit. 15 mA maximum from 10 to 50V, and 10 mA maximum above 50V.
3.2 Resistance Measurement
3.2.1 Range: 1 Megohm to 100 Teraohms.
3.2.2 Accuracy:
3.2.2.1 1 Mohm to 10 Gohm: ±4% of indication.
3.2.2.2 10 Gohm to 1 Tohm: ±7% of indication.
3.2.2.3 1 Tohm to 10 Tohm: ±9% of indication
3.2.2.4 10 Tohm to 100 Tohm: ±27% of indication
3.3 Shock Hazard
3.3.1 Excluding banana jack test ports, voltage shall not be present at any time on enclosure, face plate or its mounting hardware including, screws, bolts and attachment devises, switches, knobs, knob assemblies and attachment hardware, potentiometer articulation shafts, dials, gages or indicators.
3.3.2 Shock hazard warning indicators: Internationally recognized shock hazard warning insignia and operational indicator warning light shall be permanently attached in plain view of operator at all times. Warning light shall be bright enough to be visible during outside daylight operations.
4.0 GENERAL REQUIREMENTS
4.1. Environmental
4.1.1 Operating temperature: 0°C to +45°C
4.1.2 Non-operating temperature: -20°C to +60°C
4.2 Power Source/Consumption MIL-PRF-28800 nominal power source requirements are invoked. The equipment shall draw no more than 80 watts during normal operation
4.3 Battery Restrictions Per MIL-PRF-28800F, Lithium and Mercury batteries are prohibited without prior authorization. If equipment qualifies for one or both of the exceptions stated below, then the offeror shall submit the required information at the time of submission of proposals. If equipment does not qualify for an exception, then a request for approval for the use of Lithium and Mercury batteries shall be submitted with production lot delivery, after contract award. Approval shall apply only to the specific model proposed.
Exception: Per Naval Ordnance Safety and Security Activity (NOSSA), the use of
Lithium primary (non-rechargeable) coin cell batteries meeting the following criteria is authorized for Naval personnel and on Naval activities, surface ships, submarines, and aircraft:
a. Unmodified, commercial-off-the-shelf (COTS) item;
b. Used in single-cell configuration;
c. Maximum nominal output of 3 Volts;
d. Maximum rated capacity of 1 Amp-hour (Ah).
Exception: Per Naval Ordnance Safety and Security Activity (NOSSA), the use of lithium ion rechargeable (secondary) batteries meeting the following criteria is authorized for Naval personnel and on Naval activities, surface ships, submarines, and aircraft:
a. Unmodified, COTS battery;
b. Underwriter’s Laboratories (UL) listed (certified);
c. Used in the device as recommended by the manufacturer;
d. Recharged only by expressly designed for recharge of the specific battery in use;
e. No more than four cells in series (less than or equal to 18-Volt output;
f. Rated for no more than 100 Watt-hours, as listed in the manufacturer’s specification or calculated by multiplying the capacity in Ah by the maximum working (nominal performance) voltage.
The lithium ion rechargeable cell manufacturer, part number, configuration (number of cells in series), nominal voltage and rated capacity shall be provided at the time of submission of proposals.
4.4 Weight 10 kg (22 lb.) maximum, including accessories.
4.5 Dimensions 18” x 16” x 5.5" maximum, not including accessories.
4.6 Enclosure/Transit Case The enclosure shall provide protection for the contained system components during storage, handling, and use. If the equipment is provided within an integrated transit case capable of housing all provided accessories, a secondary transit case is not specified. If the instrument enclosure does not provide accommodations for the provided accessories, then a transit case shall be provided to house the instrument, hard-copy operating instructions, power cord/adapter, and all provided accessories. Soft cases are acceptable.
4.7 Altitude Operating from 0 to 2000 meters, non-operating from 0 to 4600 meters.
4.8 Maintenance and Technical Documentation The equipment shall be categorized as
“repairable” to level 2. The maintenance philosophy for equipment that is categorized as “level 2” only (per MIL-PRF-28800F) shall require maintenance fault isolation to the module level of the unit. The technical manual shall provide necessary guidance to perform level 2 maintenance. A Use and Installation manual (Operator’s Manual, level
1) shall be provided separately
Maintenance information shall include:
• Parts lists to the component level,
• Schematics and component layout drawings,
• Block and schematic diagrams.
• List of required test equipment and connection diagrams, and sequential instructions for disassembly, repair, replacement, and reassembly
• Board level maintenance and troubleshooting information,
• Step-by-step instructions for troubleshooting and fault isolation,
• Expected signal levels,
• Test data sheets will be included, and as required,
• The instructions will define localizing a defective circuit card.
Parts lists shall include:
• Parts lists shall be shown on illustrations or a separate listing that includes an index or reference to other illustrations
• Part number, CAGE code, and generic description
The technical manual shall be provided in both printed and electronic formats. The printed format shall be otherwise normally provided. The electronic format shall be in Portable Document Format (PDF) - ISO 32000-1:2008. Two separate CD/DVDs are required, one shall contain the Use and Installation manual and one shall contain the Maintenance and Service manual.
The statement of copyright release:
“REPRODUCTION AND DISTRIBUTION OF THIS TECHNICAL MANUAL IS
AUTHORIZED FOR UNITED STATES GOVERNMENT PURPOSES.”
shall be printed in the first two pages of each technical manual and on the surface of the CD/DVDs supplied.
4.9 Training Material The equipment shall be provided with basic operation and maintenance training. Such material can be provided on non-volatile electronic medium at a minimum (CD, or DVD), and shall be accessible using freeware such as
Adobe Reader® or similar. Flash drives (volatile memory medium) shall not be included with the equipment
4.10 Calibration The calibration interval shall be 12 months minimum. The equipment shall be within all accuracy requirements specified herein, with an 85% or greater confidence factor following a calibration interval of 12 months.
4.10.1 Calibration Procedure: The procedure, software and special interfaces/adapters that are needed for the equipment calibration shall be provided.
4.10.2 Source Codes: Any electronic or software codes necessary to communicate with, modify internal operating parameters, or impose calibration correction factors on any proposed instrument model shall be provided to the Government at no additional cost.
4.10.3 Documentation: A calibration certificate showing traceability to NIST shall be provided.
A calibration label shall be affixed to the equipment.
4.11 Source Codes Any electronic or software codes necessary to communicate with, modify internal operating parameters, or impose calibration correction factors on any proposed instrument model shall be provided to the Government at no additional cost.
4.12 Additional Requirements
4.12.1.1 Equipment: Per MIL-PRF-28800F, a human readable label shall be provided for all production lot units conforming with MIL-STD-130N and permanently affixed on the equipment in an easily readable location. Required fields on the label are; CAGE, part number, and serial number. Size of the label shall conform to the size of the equipment.
4.12.1.2 Case: Per MIL-PRF-28800F, a human readable metal plate shall be provided for all production lot units conforming with MIL-STD-130N and permanently affixed to the front of the transit case. Required fields on the label are; CAGE, part number, and serial number. Size of the label shall conform to the size of the case. Pressure sensitive adhesive transfer tape is required to hold the plate to the hard transit case such as 3MTM 9472LE. Soft transit cases also require labeling with permanent placement such as a metal plate affixed with rivets, screws or adhesives.
4.12.2 Shipping container: For production lot units the package or carton containing the equipment for shipment shall be marked per MIL-STD-129P.
4.12.3 Other Additional Requirements: Shall be specified in the CDRL of the solicitation.
