PURCHASE DESCRIPTION

ANALYZER, MICROWAVE SPECTRUM

GMG: ANSA40GHZ-14

SCAT: 4338 / Solicitation No: SPRMM1-16-R-YB74

1.0 GENERAL This procurement requires a bench top, portable spectrum analyzer which operates over the frequency range of 9 kHz to 40 GHz with microwave pre-selection to 40 GHz. The equipment shall include synthesized tuning and a built in frequency counter. It shall also be capable of marker-aided relative and absolute frequency and amplitude measurements of RF and microwave signals and digital data storage.

2.0 CLASSIFICATION The equipment shall meet the requirements of MIL-PRF-

28800F, class 3, for Navy shipboard, submarine, shore, and Marine Corps applications, with the following exception:

a. The warm up time shall be 30 minutes.

b. A tilt-bail handle shall be provided.

3.0 OPERATIONAL REQUIREMENTS The specifications provided below are the minimum requirements and accuracies that will meet the Government's need.

The spectrum analyzer shall at least meet these requirements and accuracies and may provide better performance.

3.1 Frequency specifications

3.1.1 Range: 9 kHz to 40 GHz.

3.1.1.1 Pre-selected: Up to 40 GHz.

3.1.2 Frequency readout:

3.1.2.1 Accuracy: ±[0.5% of span + 10% of resolution bandwidth + (marker frequency x reference accuracy) + 1 LSD]

3.1.2.2 Frequency stability: (drift per minute of sweep time for spans of 100 kHz or less) 5 Hz, F < 3 GHz 10 Hz, F ≤ 7 GHz 20 Hz, F ≤ 13 GHz 40 Hz, F ≤ 26.5 GHz 80 Hz, F ≤ 40 GHz

3.1.2.3 Frequency readout resolution: 0.2% or less of the selected span or 10 Hz, whichever greater.

3.1.3 Delta frequency range: A mode of operation shall be provided wherein the frequency readout indicates the frequency difference of two independently variable markers.

3.1.3.1 Delta frequency readout resolution: ≤ 0.2% of span.

3.1.4 Signal counter: The equipment shall be capable of counting signals within the frequency range specified in 3.1.1.

3.1.4.1 Counter accuracy: ±[(marker frequency X reference frequency error) +1 LSD].

3.1.4.2 Counter resolution: Selectable from at least 1 Hz to 1 kHz

3.1.5 Reference frequency: 10 MHz

3.1.5.1 Accuracy: ≤ 1 x 10-7

3.1.5.2 Aging: : ≤1 x 10-7/year.

3.1.5.3 Temperature stability: ≤1 x 10-7/year from +5°C to +40°C.

3.1.5.4 External reference: The equipment shall be capable of providing and accepting

10 MHz reference to and from external equipment via separate ports. The equipment shall be capable of using an external reference source with a minimum level of 0.35 Vrms.

3.2 Span modes A mode shall be provided wherein the display horizontal axis is calibrated in frequency. A mode shall be provided wherein the display horizontal axis is calibrated in time instead of frequency.

3.2.1 Range: Zero span, 10 Hz to 40 GHz.

3.2.2 Span to resolution bandwidth ratio: The selecting of the total span and resolution bandwidth shall be accomplished by manual or automatic means. In automatic mode, a span to resolution bandwidth ratio of 1:1 to 10,000:1 can be selected.

3.2.3 Span accuracy: ±0.1%.

3.3 Residual FM (peak-to-peak maximum in 20 msec for zero span) 5 Hz, F< 3 GHz 10 Hz, F< 7 GHz 20 Hz, F< 13 GHz 40 Hz, F< 26.5 GHz 80 Hz, F≤ 40 GHz

3.4 Resolution bandwidth Selectable from at least 10 Hz to 8 MHz.

3.4.1 Resolution bandwidth accuracy: ±10% selected bandwidth; ±20% for 4 MHz to 8

MHz RBW bandwidth; ±3% for bandwidths of 100 Hz or less.

3.4.2 Selectivity: 5:1 or more (-60 dB to -3 dB BW).

3.5 Video bandwidth

3.5.1 Range: 1 Hz to 8 MHz.

3.6 Input specifications

3.6.1 Input impedance: 50 ohms nominal.

3.6.2 VSWR: (with 10 dB or more input attenuation selected)

3.6.2.1 F ≤ 26.5 GHz: ≤ 2.3:1

3.6.2.2 F > 26.5 GHz: ≤ 3.0:1

3.6.3 Maximum input: 30 dBm continuous and 75 W peak for 6 us when using type N connectors with 20 dB or more attenuation selected.

3.6.4 Input connector:

3.6.4.1 F ≤ 20 GHz: Type: N-female. If adapter is used it must be ruggedized.

3.6.4.2 F > 20 GHz: Type: K-female. If adapter is used it must be ruggedized.

3.7 Display dynamic range 100 dB at 10 dB/div, 20 dB at 2 dB/div, and ten divisions in the linear mode.

3.7.1 Display linearity: ±0.2 dB for 0 to -50 dB; ±0.5 dB for -50 dB to -90 dB; and ±5% in linear mode.

3.7.2 Total accuracy (9 kHz – 40 GHz, at 20°C - 30°C, and not including frequency response): ±2 dB.

3.7.3 Frequency response: When measured with 10 dB of selected input attenuation and referenced to the internal calibrator frequency and in the temperature range of [+20°C to +30°C], the flatness shall be as follows:

9 kHz - 50 kHz: ±1.0 dB 50 kHz - 3.0 GHz: ±0.6 dB

3.0 GHz - 22 GHz: ±2.0 dB

22 GHz - 26.5 GHz: ±2.5 dB

26.5 GHz - 30 GHz: ±3.2 dB

30 GHz - 40 GHz: ±4.0 dB

3.8 Spurious response

3.8.1 Residual response: -100 dBm with no input signal applied from 1 MHz to 40 GHz.

3.8.2 Third Order Intermodulation distortion (TOI) (two -30 dBm tone at input mixer):

+5 dBm, 20 MHz to 200 MHz ±7 dBm, 200 MHz to 3 GHz

±10 dBm, 3 GHz to 7 GHz ±9 dBm, 7 GHz to 40 GHz

3.9 Input noise sensitivity (10 Hz RBW and 0 dB attenuation)

<-95 dBm, @ 9 kHz <-120 dBm, @ 1 MHz <-135 dBm, 10 MHz to 3 GHz

3.11 Vertical display mode Log from 20 dB/div to 1 dB/div, and linear V.

3.11.1 Input attenuator:

3.11.1.1 Range: [0 dB to 60 dB] with 10 dB step

3.11.1.2 Accuracy: ±0.2 dB.

3.11.2 Reference level: -130 dBm to 30 dBm for log modes and 70.7 nV to 7.07 V in linear mode. The reference level shall be adjustable in increments of 0.1 dB or less for the log modes and one division or less in the linear mode.

3.11.3 IF gain variation: ±0.2 dB maximum for any 10 dB change in the reference level between 0 and -80 dBm.

3.12 Sweep time Selectable from 1us/div to 600s/div in zero span mode. Manual and auto sweep modes shall be provided.

3.12.1 Accuracy: ±1% of setting.

3.13 Trigger Internal, external, free run, and single sweep triggering modes shall be provided.

3.14 Digital storage Digital storage shall be provided with selectable modes that compare and subtract two signals, and save maximum signal values and noise-average spectral displays. The digital storage function shall be capable of storing and displaying at least eight spectrums including the readout measurement parameters. The analyzer shall have the capability to store test results to an external USB thumb drive.

3.15 Markers The equipment shall provide frequency and amplitude markers using one marker for absolute measurements and two markers for relative measurements. Marker positioning shall provide a readout of frequency and amplitude of any point, or difference in amplitude or frequency between two points, along a displayed spectrum.

3.16 Display specification A display with an internal graticule of at least 8 x 10 divisions shall be provided. The display shall provide a readout of center frequency, span, resolution bandwidth, vertical scale factor, reference level, marker readout of frequency and amplitude, video filter selection, and RF attenuation. The display area shall be at least 12.5 cm (5 in) high by 15 cm (6 in) wide.

3.17 Digital interface The equipment shall be provided with an IEEE-488 digital interface according to MIL-PRF-28800F and a RJ-45 LAN interface for remote operation.

4.0 GENERAL REQUIREMENTS

4.1 Temperature

4.1.1 Operating temperature: +5°C to +50°C

4.1.2 Non-operating temperature: -40°C to +65°C

4.2 Power Source MIL-PRF-28800F nominal power source requirements are invoked. Maximum power consumption: 250W.

4.3 Battery Restrictions Per MIL-PRF-28800F, Lithium and Mercury batteries are prohibited without prior authorization. A request for approval for the use of Lithium and Mercury batteries shall be submitted with production lot delivery, after contract award. Approval shall apply only to the specific model proposed..

Exceptions: Per Naval Ordnance Safety and Security Activity (NOSSA), the use of Lithium primary (non-rechargeable) coin cell batteries meeting the following criteria is authorized for Naval personnel and on Naval activities, surface ships, submarines, and aircrafts:

- Commercially available coin cell batteries, unmodified, and used in the device recommended by the application manufacturer.

- Coin cell batteries shall only be used in single cell configurations.

- Coin cell batteries shall not be rated for more than 3 volts (maximum nominal output voltage).

- Coin cell batteries shall not be rated for more than 1 Ampere-Hour nameplate capacity.

The coin cell manufacturer and model identification/part number shall be provided at the time of submission of proposals.

4.4 Calibration interval The calibration interval shall be 12 months minimum. At the end of this interval, a minimum of 85% of the equipment shall remain in tolerance.

4.5 Calibration Procedure The procedure, software, and special interfaces/adapters that are needed for the equipment calibration shall be provided.

4.6 Weight 20 kg (44 lbs) maximum excluding accessories.

4.7 Wireless Connectivity Any capability of the equipment to communicate wirelessly, including but not limited to Wi-Fi and Bluetooth, shall be disabled.

4.8 Technical Manual The maintenance philosophy for this unit shall be level 2 (per

MIL-PRF-28800F) and require maintenance to the module level of the unit. The technical manual shall conform to the level 2 maintenance philosophy. This level would be used for most equipment where maintenance and repair is an expected phase of equipment lifecycle. Board level maintenance and troubleshooting information is required. A Use and Installation manual (Operator’s Manual) shall be provided separately. Maintenance and Servicing manual shall be provided to two levels of maintenance, unit operational verification level and the module level.

Information required for performance verification shall include:

• Instructions to verify equipment performance,

• List the equipment required for verification tests,

• Step-by-step instructions for test connections,

• Acceptable result criteria,

• Calibration information,

• Self-test routines.

Maintenance information shall include:

• Parts lists to the component level,

• Schematics and component layout drawings,

• Block and schematic diagrams.

• List of required test equipment and connection diagrams, and

• Sequential instructions for disassembly, repair, replacement, and reassembly shall be provided.

• Board level maintenance and troubleshooting information,

• Step-by-step instructions for troubleshooting and fault isolation,

• Expected signal levels,

• Test data sheets will be included, and as required,

• The instructions will define localizing a defective circuit card.

Parts lists shall include:

• Parts lists shall be shown on illustrations or a separate listing that includes an index or reference to other illustrations.

• Part number, cage code, and generic description.

The technical manual shall be provided in both printed and electronic formats.

The printed format shall be otherwise normally provided. The electronic format shall be in Portable Document Format (PDF) - ISO 32000-1:2008. Two separate CD/DVDs are required, one shall contain the Use and Installation manual and one shall contain the Maintenance and Service manual.

The statement of copyright release:

“REPRODUCTION AND DISTRIBUTION OF THIS TECHNICAL MANUAL IS

AUTHORIZED FOR U.S. GOVERNMENT PURPOSES.”

shall be printed in the first two pages of each technical manual and on the surface of the CD/DVD supplied.

4.9 Training Material Training material that demonstrates the features, detailed operations and procedures with step-by-step instructions for using the equipment shall be provided. The training material shall be provided in either technical manual or interactive CD-ROM formats.

4.10 Additional Requirements

4.10.1 Human Readable Identification Labeling:

4.10.1.1 Equipment: Per MIL-PRF-28800F, a human readable label shall be provided for all production lot units conforming with MIL-STD-130N and permanently affixed on the equipment in an easily readable location. Required fields on the label are; CAGE, part number, and serial number. Size of the label shall conform to the size of the equipment.

4.10.1.2 Case labeling: When a hard transit case is required, a human readable metal plate per MIL-PRF-28800F shall be provided for all production lot units conforming with MIL-STD-130N and permanently affixed to the front of the transit case. Required fields on the label are; CAGE, part number, and serial number. Size of the label shall conform to the size of the case. Pressure sensitive adhesive transfer tape is required to hold the plate to the hard transit case such as 3M™ 9472LE. When a soft transit case is required, labeling with permanent placement such as a metal plate affixed with rivets, screws or adhesives shall be provided.

4.10.2 Shipping container: For production lot units the package or carton containing the equipment for shipment shall be marked per MIL-STD-129P.

4.10.3 Other Additional Requirements: Shall be specified in the CDRL of the solicitation.
