About this file

This is a Request for Proposal (RFP) solicitation document SPRHA4-25-R-0189 issued by DLA Aviation at Hill Air Force Base for the procurement of 22 Circuit Card Assemblies (NSN: 5998-01-372-6655) with an additional data line item not separately priced. The solicitation is a negotiated (RFP) procurement rated DO-A1 under DPAS with delivery required by December 31, 2026 to DLA Distribution Depot Hill.

The evaluation will be based primarily on price, with past performance as a secondary factor rated on an acceptable/unacceptable basis. Price analysis will be based on adequate competition, with the total evaluated price determined by adding costs of all line items. The contracted items require unique item identification (UID) marking per MIL-STD-130 and must comply with Buy American Act requirements. Military packaging per MIL-STD-2073-1E and marking per MIL-STD-129R are required. The contractor must maintain supply chain traceability documentation and retain it for 10 years after final payment.

On Time Delivery Improvement

In accordance with the 448th Supply Chain Management Wing (448th SCMW), Air Force Sustainment Center Contracting Directorate (AFSC/OK) and Defense Logistics Agency (DLA) Aviation Contracting OnTime Delivery (OTD) Improvement Initiative. DLA Contracting has established the following OTD requirements with the intent to improve OTD.

As detailed in section B of the Solicitation, the government has developed a Required Delivery Schedule (RDS), which is reflective of the customer need date as well as projected Production Lead Time (PLT).

The government RDS considered such factors as historical data and active contracts. In developing your response, the government requests your company review the RDS provided and propose an achievable delivery schedule based on your internal PLT review.

With input from suppliers, the Contracting Officer may negotiate an updated RDS representative of all factors stated above along with any new information that may become available.
