Acquisition Method Suffix Code (AMSC):
B - This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-
100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD- STD-100 definition, altered and selected items shall have an adequate Technical Data Package (TDP), data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.
4. Authority Cited: The statutory authority permitting other than full and open competition for this effort is 10 United States Code (U.S.C.) 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
5. Reason for Authority Cited: DRS Technologies Network & Imaging System LLC is the Original Equipment Manufacturer (OEM) and owns the TDP for Manufacturer Part Number (MPN), PR63649. The Government TDP consists of a drawing for AOPN 12594592. The Government drawing does not provide performance requirements, mounting/envelope dimensions, the interface requirements, and qualification requirements. Without this information, the Government is unable to qualify another vendor and determine if another companies’ product would be a viable replacement option.
The SPMU is a Line Replaceable Unit (LRU) that is part of the power distribution subsystem. The SPMU is a microcontroller-based, multi-channel 28 Volt Direct Current (VDC) power controller with embedded diagnostics. Each of the 32 nominal 28 VDC outputs has a software-programmable current rating, and multiple outputs may be paralleled together to produce a single higher current output. The SPMU performs self-diagnostics, and integrates current, temperature, and voltage sensing. The SPMU is capable of autonomous operations but incorporates discrete interfaces and Controller Area Network Bus and Ethernet ports for the receipt of commands and the transmission of data to/from external components.
DRS has demonstrated the unique and proven manufacturing capabilities to establish and maintain the processing control required to repetitively produce this item.
Additionally, the Government did not provide funding to prepare a fully detailed TDP. As such, DRS is the sole owner of the software, documents, and technical data rights. The AMPV OEM performed vehicle level testing of DRS’s SPMU to ensure it performed as expected during initial vehicle validation and reliability testing. The Government does not own the intellectual property data rights to the documents that would be required to produce a competitive TDP.
Due to the lack of performance and technical data available on the SPMU, Reverse Engineering is the only recourse the Government could entertain to increase

Previous J&A is not available competition through development of a competitive TDP. Engineering utilized Program Office LRU Engineering and Test Subject Matter Experts to determine the reverse engineering costs by reviewing the costs for a previous design effort for a similar LRU.
The estimated cost and time to reverse engineer the SPMU is $22.5M to perform the various reverse engineering tasks such as 1) develop requirements, hardware design & software design ($5,500,000), 2) integration, fabrication, and installation of prototypes ($8,900,000), 3) conduct vehicle testing ($1,900,000), 4) Electromagnetic Interference (EMI) & Nuclear, Biological and Chemical (NBC) ($1,700,000),and 5) development and validation of the TDP ($4,500,000). The nature of this hardware requires significant qualification testing and system level testing.

The Government would not be able to recover within a reasonable time frame, through subsequent competition, the duplication of costs involved in reverse engineering the item to create a new and competitive SPMU TDP. At an estimated usage rate of 48 units each year, average unit price of and assuming 25% savings achieved through competition, the in annual savings would take approximate years to offset the estimated $22,500,000 cost of reverse engineering the item and validating the TDP. Calculation: Cost to Reverse Engineer $22,500,000 / ((Average U/P x 48 each SPMU yearly demand = ) x 25% assumed savings = ) = years.
6. Efforts to Obtain Competition:
a. Effective competition: Due to the reasons cited in section 5 above, the Government is not pursuing competition for this item.
b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan";" and Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.
