The current revision to each of the specifications, standards, and drawings listed on this SPI in effect on the date of invitation for bid constitute a mandatory part of this Instruction. Unless otherwise specified, materials will be minimum size IAWMIL---STD---2073---1 or material specifications. Tolerances shall be IAWmaterial specifications.

Clean and dry in accordance with (IAW) MIL---STD---2073---1 using any applicable method that is not injurious to the item.

(A) --- This SPI is not applicable for Interplant shipments. Packaging and marking for interplant shipments are for supplies and materials that do not directly enter the military supply system. Typical interplant shipments are shipments froma vendor to a subcontractor or a prime contractor, or between contractors and subcontractors, or from a vendor or contractor to a military arsenal, plant, or other activity for evaluation, immediate use, or further processing as specified in the applicable contract.

(B) --- The wood panel box (Step 7) is an ASTM D6251, treatment B, cleated plywood panel box, load type 3, with inner dimensions 36---1/2” x 24---1/4” x 20---1/4”. Overall outer height will vary by the height of the skid used.

Construct the wooden container from wood or plywoods permitted by ASTM D6251, except that oriented strandboard (OSB)may not be used for any part of the container. Cleatsmay be plywoodorwood, but shall be minimum3” width. The boxwill have beveled skids at each end. At the vendor’s option, an additional beveled

container. The side guides are 19” and sit atop the bottom guides. See Sketch 3 for placement on either side of the foam cradles (Step 2).

Place one (1) end foampiece (Step 1), and the 24” x 20” x 1/2” plywood panel (Step 4) at the bottom end of the wood panel box (Step 7) (Position 6 on Sketch 2 & 3). Slide bottom foam cradles (Step 2) (2 each with keyholes, and2---each full cradles) into the guides at Positions 2---3, 4 and5, as shown inSketch 2& 3. Slide the “boot” foam damper pad (Step 3) atop the left---hand side of the bottom foam cradle (Step 2) at Position 5, as shown in Sketch 2 & 3.

Stand wood panel box (Step 7) on end with bottom of water heater end (Position 6 in Sketch 2) on the floor.

Raise the Liquid Fuel Water Heater for M26 Decontamination Apparatus (P/N 2.641---243.0) and place into the wood panel box (Step 7) so that the steel frame mounts on the bottom of the water heater slides onto the plywood panel at the bottom of the box. Slide the heater into the wood panel box until it touches the foam cradles at the back. Rotate as required until the damper inlet is facing up and parallel to the lid of the container, and the square frame members fit into the keyholes in the bottom cradles at Positions 2 & 3 in Sketch 2. Gently lay the container back down. DONOT DROP OR ALLOW TO TIP OVERON ITS OWN.

. Place the top end foampiece (Step 1) at Position 1, and the top foam cradles at Positions 2---3, and 4, as shown in Sketch 2.

Place the Partial Cradle (Step 2) in the guides at Position 5, adjacent to the damper inlet. Gently push down the damper outlet vane, and place 7” x 9” x 2” foamdamper pad (Step 3) on top to keep the damper vane from flipping up IAW Sketch 2.

Place the box lid so that it interlockswith the edges of the box (Step7). DONOTNAILTHELID. Band the box using specified bands (Step 8) and seals (Step 9) following the supplementary Instructions in ASTMD6251.

Unit pack may serve as Level A & B packing.

(C) -- Marking.

Mark the shipping container as required byMIL---STD---129 and any additional requirements stated in the contract, statement of work, Depot Maintenance Work Requirements (DMWR) or purchase request. MIL---STD---129, paragraph 5 provides guidance onmarking, and obliteratingmarkings on shipping containers.

When reusing containers, carefully obliterate markings and remove labels specific to previous shipments. Ensure that Routine markings --- i.e. NSN and nomenclature, handling markings described below --- are still clear and legible.

Ensurewood shipping containers are permanently and legiblymarked on the top and onone sidewith the following, in minimum 1” lettering:

(D) --- This container and packaging components are intended to be reused multiple times for shipment of the Liquid Fuel Water Heater for M26 Decontamination Apparatus to users, and for safe return of repairable heater units to the servicing depot activity. When reusing containers, visually verify that woodshipping containers, end capsandother reusedmaterials are intact, clean, dryand generally free of dirt, grease or other contamination. Check for protruding nails, broken wood, or other damage to

the shipping container. Verify that the foam sections are undamaged. See Paragraph (B) for construction of shipping container and packing components if replacements are required.

(E) --- Palletization and Unitization: The shipping container, when not requiring skids, shall be placed on the pallet IAWMIL---STD---147 and ANSI MH1 when:

---Shipments of identical items packed in shipping container(s) exceed the total of 50 cubic feet per destination and do not exceed the size or weight limitations for palletized loads.

---The total number of containers, not having identical items going to the samedestination, weighs250 pounds or greater (excluding pallet), or has a volume of 20 cubic feet or greater and does not exceed the size or weight limitations for palletized loads.

(F) --- Packaging Quality Assurance Provisions:

This section outlines the requirements for conducting appropriate quality conformance inspections, examinations, tests and acceptance for packaging and shall be required as specified in the contract.

1. Classification of inspections: The inspection requirements for the packaged item described herein are conducted during First Article Testing (FAT) and Production Lot Testing (Conformance).

2. First Article Testing: The first article inspection and approval (if FAT is required by the contract) consists of the contractor inspectionof items prior to regular production.Note: If required, packaging inspections shall be part of the FAT and be included as part of the FAT Report submittal to the Government (see paragraph 2.d). The first article testing shall be conducted as follows:

a. Sampling: The first article packaging sample shall consist of not less than three unit pack containers and their contents, and when heat seal seam testing is required, three empty barrier bags.

Packaged samples shall be producedusing the samemethods,materials andequipment aswill beused during regular production.

b. Visual Examination and Tests: Shall be as specified in MIL---STD---2073---1, Appendix G, and:

(1). Packaged samples shall be examined IAW the preservation examinations to determine compliance IAW Table G---I of MIL---STD---2073---1.

(2). Leakage and heat seal seam tests are required for sealed containers as specified in Table G---II of MIL---STD---2073---1. Note: Method of Preservation 10 does NOT require tests.

(3). Compliant wood requirements shall be IAW the contract. Examination shall include review and acceptance of wood packaging material, containers, pallets and dunnage.

(4). The level of pack shall be as specified in the contract. The exterior shipping configuration shall include examination to verify compliance with MIL---STD---2073---1 guidelines for intermediate and shipping containers for the level of pack specified.

(5). Packaged samples shall be marked IAWMIL---STD---129.

c. Certificate of Compliance: Certification shall be required for ALL packaging materials, containers, including level of pack, and palletization materials specified in this SPI. Format shall be IAW the contract and shall include, at a minimum, the contractor’s name, address, phone number, contract number, item name, part number and/or national stock number, a statement specifying with what it complies (i.e. material, size, specification, standard), dated, printed name and title of certifying official, and shall be signed.

d. Packaging Inspections in the FAT Report: The packaging inspection results and documents shall be included in and as part of the FAT Report submittal. At a minimum, it shall include the following information:

(1) Test data (leakage and heat seal seam tests), if required (see 2.b.(2))

(2) Certificate of compliance sheets (see 2.c), including intermediate and/or shipping containers (level of packs) and palletization materials, even if not used as part of the packaging FAT

(3) Preservation/packaging inspection provisions

(4) Photographs of the unit pack(s) including opened package with the item packed inside

(5) Photographs of markings/labels for each packaging configuration

(6) Photographs of the packing configuration including box seal certification, if applicable

e. Acceptance criteria: Samples that fail to comply with any of the applicable requirements shall be rejected.

3. Production Lot Testing (Conformance):

a. Sampling: Sampling size shall be IAW the Attributes Sampling Plan Table of MIL---STD---1916 for visual examination. Verification Level I shall be used. If required, three samples from the sampling size shall be selected for destructive testing (leakage and heat seal seam tests). Existing sampling plans in item specifications or quality assurance provisions shall take precedence.

b. Visual Examinations and Tests: Shall be conducted IAW 2.b above. If applicable, destructive testing will be conducted after visual examination.

c. Certificate ofCompliance: Shall be preparedIAW2.c above unless the contractor submits a letter of conformance stating that the packaging materials are the same as those that passed the FAT.
