The current revision to each of the specifications, standards, and drawings listed on this SPI in effect on the date of invitation for bid constitute a mandatory part of this Instruction. Unless otherwise specified, materials will be minimum size IAWMIL---STD---2073---1 or material specifications. Tolerances shall be IAWmaterial specifications.

(A) --- This SPI is not applicable for Interplant shipments. Packaging andmarking for interplant shipments are for supplies and materials that do not directly enter the military supply system. Typical interplant shipments are shipments from a vendor to a subcontractor or a prime contractor, or between contractors and subcontractors, or from a vendor or contractor to a military arsenal, plant, or other activity for evaluation, immediate use, or further processing as specified in the applicable contract.

(F) --- UNIT PACK ASSEMBLY:

NOTE: --- If the Original Equipment Manufacturers (OEM) protective packaging provides equal to or greater level of protection than required by theMethod of Preservation and this Special Packaging Instruction (SPI), use the OEMpackaging in conjunction with this SPI. It is not necessary to remove the OEMpackaging. Leave the item in theOEMpackaging and proceedwith the instructions on the SPI. If the OEM packaging does NOT provide equal to or greater level of protection and hinders or interferes with the SPI packaging requirements, discard the OEMpackaging and repackage IAW the SPI instructions.

STEPS:

1. If the end item is packed inOEMpackaging that equals or exceeds the level of protection required by the method of preservation (typically the end item inside a cushioned, molded plastic multi---application container) go to F.5 and continue packaging IAWSPI. IfOEMpackaging does not exist or fails to achieve the method of preservation level, go to F.2 and continue packaging.

2. Fold cushioning material PPP---C---795, Class 1 (Step 1) over TIC Vapor Detector to fill void between top and bottom of cushioningmaterialMIL---PRF---26514, Type I, Grade C, Class 2 (Step 2) inside of container ASTM D5118, Style TSC, Type CF, Grade 200, Class D (Step 3).

3. Place wrapped TIC Vapor Detector on cushioning material (Step2). Adjust cushioning material (Step 1) and add additional cushioning material (Step 1) as needed to ensure a tight pack. Fold and tuck to close container (Step 3).

4. Secure container (Step 3) closure using tape (Step 4) conforming to ASTMD5486 type optional.

NOTE: Blunt or cushion box corners to prevent rupture of bag.

5. Insert container (Step 3) housing TIC Vapor Detector into barrier bag MIL---DTL---117, Style 2, Type III, Class B, (Step 5). The bag shall be made of A---A---3174, Type I or II, Class 1, 4 mil thick.

6. Closure (Step 6): Closure by heat sealing shall be accomplished in accordance with the barrier bag or barrier material supplier’s recommendations for dwell, pressure and temperature. The volume of trapped air within the bag shall be kept to aminimum by compressing the bag around the contents, or carefully drawing a vacuum inside the bag, prior to final heat sealing. Caution shall be taken to prevent damage to the item or rupture of bag.

Intermediate Pack ICQ means Intermediate Container Quantity.

NOTE:TheTICVaporDetector inside a heat sealed bag containing the container will be transported in a supplemental container by itself and/or with other components for themost economical means of shipping. Package with the appropriate amount of cushioning material to ensure a tight pack.

7. If staples are used in the manufacturer’s box joints, a piece of tape (Step 4) conforming to ASTM D5486, Type--- ---optional, should be placed over the staples to protect contents of the bag.

8. Place bottom layer of cushioning material PPP---C---795, Class 1 (Step 1) in an ASTM D5118 container Style RSC, Type CF, Grade V3c, Class WR (Step 7).

9. Place container (Step 3) containing the TICVapor Detector heat sealed inside a waterproof bag on cushioning material (Step 1) layer.

10. Place a cover layer of cushioning material PPP---C---795, Class 1 (Step 1) to fill remaining void within container (Step 7) to ensure a tight pack.

11. Seal container (Step 7) conforming toASTMD1974 usingMethodB, Tape ---TypeV, 3 in. (Step 8).

The following shall be applied to interior boxes containing rechargeable batteries:

(1). DOMESTIC TRANSPORT GROUND (i.e. Rail, Highway, Internal Waterways)

Code of Federal Regulations 49 (CFR 49) requirements:

Each package must be marked with an indication that the package contains lithium ion batteries; an indication that the packages shall be handled with care and that a flammability hazard exists if the package isdamaged; an indication that special procedures shall be followed in the event the package is damaged, to include inspection and repacking if necessary. The shipper’s emergency telephone number must be annotated on the handling label so that additional information can be provided if necessary. A label such as shown below can fulfill these requirements. Annotate on the label the Phone Number to call and also the WattHour Rating of the battery installed in the TIC Vapor Detector.

The shipper’s emergency telephone number must be annotated on the handling label so that additional information can be provided if necessary. Annotate on the label the Phone Number to call and also the WattHour Rating of the battery installed in the TIC Vapor Detector.

(J) --- Palletization andUnitization. The shipping container, whennot requiring skids, shall be placed on the pallet IAWMIL---STD---147 and ANSI MH1 when:

---Shipments of identical items packed in shipping container(s) exceed the total of 50 cubic feet per destination and do not exceed the size or weight limitations for palletized loads.

---The total number of containers, not having identical items going to the samedestination, weighs250 pounds or greater (excluding pallet), or has a volume of 20 cubic feet or greater and does not exceed the size or weight limitations for palletized loads.

(K) --- PACKAGING QUALITY ASSURANCE PROVISIONS

This section outlines the requirements for conducting appropriate quality conformance inspections, examinations, tests and acceptance for packaging and shall be required as specified in the contract.

1. Classification of inspections. The inspection requirements for the packaged item described herein are conducted during First Article Testing (FAT) and Production Lot Testing (Conformance).

2. First Article Testing. The first article inspection and approval (if FAT is required by the contract) consists of the contractor inspectionof items prior to regular production.Note: If required, packaging inspections shall be part of the FAT and be included as part of the FAT Report submittal to the Government (see paragraph 2.d). The first article testing shall be conducted as follows:

a. Sampling. The first article packaging sample shall consist of not less than three unit pack containers and their contents, and when heat seal seam testing is required, three empty barrier bags.

Also, if applicable, packaged samples shall be taken from the quantity of first article sample items as specified. Packaged samples shall be produced using the samemethods, materials and equipment as will be used during regular production.

b. Visual Examination and Tests. Shall be as specified in MIL---STD---2073---1, Appendix G, and:

(1). Packaged samples shall be examined IAW the preservation examinations to determine compliance IAW Table G---I of MIL---STD---2073---1.

(2). Leakage and heat seal seam tests are required for sealed containers as specified in Table G---II of MIL---STD---2073---1. Note: Method of Preservation 10 does NOT require tests.

(3). Compliant wood requirements shall be IAW the contract. Examination shall include review and acceptance of wood packaging material, containers, pallets and dunnage.

(4). The level of pack shall be as specified in the contract. The exterior shipping configuration shall include examination to verify compliance with MIL---STD---2073---1 guidelines for intermediate and shipping containers for the level of pack specified.

(5). Packaged samples shall be marked IAWMIL---STD---129.

c. Certificate of Compliance. Certification shall be required for ALL packaging materials, containers, including level of pack, and palletization materials specified in this SPI. Format shall be IAW the contract and shall include, at a minimum, the contractor’s name, address, phone number, contract number, item name, part number and/or national stock number, a statement specifying with what it complies (i.e. material, size, specification, standard), date, printed name and title of certifying official, and shall be signed.

d. Packaging report: The following shall be included as a minimum:

(1) Test data (leakage and heat seal seam tests) if required

(2) Certificate of compliance sheets

(3) Preservation/packaging inspection provisions

(4) Photographs of the unit pack(s) including opened package with the item packed inside

(5) Photographs of markings/labels for each packaging configuration

(6) Photographs of the packing configuration including box seal certification, if applicable

e. Acceptance criteria. Samples that fail to comply with any of the applicable requirements shall be rejected.

3. Production Lot Testing (Conformance).

a. Sampling. Sampling size shall be IAW the Attributes Sampling Plan Table of MIL---STD---1916 for visual examination. Verification Level I shall be used. If required, three samples from the sampling size shall be selected for destructive testing (leakage and heat seal seam tests). Existing sampling plans in item specifications or quality assurance provisions shall take precedence.

b. Visual Examinations and Tests. Shall be conducted IAW 2.b above. If applicable, destructive testing will be conducted after visual examination.

c. Certificate of Compliance. If the above FAT has passed the packaging FAT, then providing the Certificate of Compliance for Conformance may not be required. Otherwise, the Certificate of Compliance shall be prepared IAW 2.c above.
