Currently Benchmark is the only company who has been qualified by BAE to produce and test this CCA to the detailed proprietary technical data developed and owned by BAE Systems Land & Armaments L.P., San Jose, CA 95119, CAGE 90212 (the BFVS Prime Contractor). The Government does not own this Technical Data Package (TDP). The above-identified supplier has developed, tested, and obtained Government approval for this item at their own cost. The Government did not fund their efforts in developing and testing this item. Reverse engineering is not viable option for this item, since it is an obsolete component and the Program Manager - Armored Fighting Vehicles (PM-AFV) is currently working on a redesign of the technical data for future buys.

6. Efforts to Obtain Competition:

The design of CCA, GCU is obsolete due to component obsolescence. The present production life of the current design is limited to the remaining quantity of components. No vendors are currently in the process of being qualified to produce this Source Controlled CCA and there are no planned efforts to qualify any additional sources for the reasons listed above. It would be pointless to purchase the detailed proprietary technical data owned by BAE Systems or to reverse engineer this obsolete item since it will be replaced in the near future. Any effort to qualify additional vendors or obtain technical data for this item would add cost and production delays that the Government could not recover through competition.

In addition, FAR clause 52.244-5, Competition in Subcontracting, will be included in the contract to assure that the prime contractor obtains as much competition as possible in its subcontracting.

7. Actions to Increase Competition: As stated in section 5 above, there is no TDP available to support a competitive procurement. PM-AFV is aware that the current design of all CML LRUs in the BFVS contain obsolete components. In order to eliminate this obsolescence problem, PM-AFV has contracted with BAE Systems to redesign all of the CML electronic assemblies. This redesign effort requires that BAE Systems qualify at least two production sources for these new Line Replaceable Units. This contract also requires that BAE provide the U.S. Army with technical data containing procedures used to qualify sources of supply for the production of all the CCAs used in these LRUs

8. Market Research: RDAR-EIS-CM conducted computer-based market research for 26 September 2018 for the Gun Control Unit to be used on the Bradley Turret. This search did not produce any related results. In addition, since this is a buy for an obsolete part it would not be in the best interest of the government or industry to pursue.

9. Interested Sources: To date no other known source has expressed interest in writing regarding the manufacture of this item. Interested contractors will be directed to the Source Approval Program though the Competition Advocate’s Office to become qualified for future procurements.

A Sources sought synopsis for this item was posted in FED BIZ OPPS on 27 July 2018 by via Sources Sought Notice 2018-669. The appropriate office will evaluate any responses received.
