DEFENSE LOGISTICS AGENCY J&A: SPRDL1-17-R-0385

There is no procurement history for this part, therefore no previous J&A is available deficiency is under review for resolution and appropriate recoding. This code is only assigned at the conclusion of limited screening, and it remains assigned until the full screening process resolves physical data questions and results in assignment of a different AMSC. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.

PART II - Technical Information and Certification

1. The United States Army TACOM LCMC requires the acquisition of the above item.

2. Reasons the item is not suitable for full and open competition:

a. Status of the Acquisition Data:

(1) XANTREX developed, tested, and obtained Government approval of this item for application to the STRYKER at their cost. The Government did not fund their efforts in developing and testing this item. Additionally, the Government did not fund them to prepare a fully detailed TDP after approval. As such, XANTREX is the sole owners of their drawings and technical data rights.

(2) The Government does not have rights to the data needed to produce a competitive TDP.

b. Efforts to Increase Competition or Qualify a New Source in Relation to this Procurement:

(1) There are no current plans to acquire a competitive TDP. A significant effort would be necessary to reverse engineer, procure and test prototypes, and release the design. We estimate that the cost to develop a competitive package for this item through reverse engineering is $425,000 and would require a delay of 40 months Added to these costs and this delay is the cost and the time needed for a First Article Test for a new vendor. To do otherwise would be a risk as a premature failure of this item in the field could result in loss of equipment in a battlefield situation.

(2) The Government may not be able to recover through subsequent competition the costs needed to allow the procurement to become competitive.

(3) If the Government conducts the efforts to allow the procurement to become competitive, an unacceptable delay of 40 months would occur. This delay would adversely impact the Army’s readiness rate and operational and support (O & S) costs. With the given quantity of items, any cost savings per item may not justify the extreme cost of developing a competitive package.

c. Demonstration of Approved Contractor's Unique Qualifications:

(1) XANTREX is the sole owner of their drawings and technical data rights.

The Government did not buy their proprietary rights to produce a competitive TDP. This item is designed to deliver AC output for electronics application to the STRYKER family of vehicles.

(2) XANTREX has the requisite technical and engineering expertise to perform all efforts required to provide the supplies identified in this J & A. No vendors other than XANTREX have developed and integrated this item.

(3) The approved source identified above has demonstrated the unique and proven manufacturing capabilities to establish and maintain the processing control required to repetitively produce this item. The use of incorrect material and/or improper process/quality control during manufacturing of this power converter would result in malfunctioning or even a complete failure of this item for what it is designed for. A persistent malfunction or failure of this power converter would result in the vehicle power output being incapable of handling both heavy duty and smaller, multiple AC loads. This kind of condition would force the Army unit to deadline the vehicle impacting the Operational Readiness (OR) Rate, until the damaged/malfunctioning power converter is either repaired or replaced.

(4) Only the XANTREX power converter meets all unique characteristics. If an untested and/or non-approved power converter is utilized in the vehicle, this item may cause other equipment to have functional problems. This condition would force the necessary. Cost or pricing data will not be required as the estimate for this item is below the $750,000 threshold.
