DEFENSE LOGISTICS AGENCY J&A: SPRDL1-17-R-0332

There is no procurement history for either Gear Assembly, Speed therefore no previous J & A is available.

2. Reasons the item is not suitable for full and open competition:

a. Status of the Acquisition Data:

The tech data for the items was developed by BAE Systems and approved by PdM SPHS (Product Manager Self-Propelled Howitzer Systems). BAE qualified only one source Woodward MPC, Inc.) to produce these items. BAE Systems design was qualified through the M109A7 PIM (Paladin Integrated Management) EMD contract (Engineering and Manufacturing Development).

For the M109A7 low rate production, BAE passed first article testing at the higher Rammer Assembly level; there was no FAT at the component level. BAE Systems also passed production Qualification Testing at the system level.

b. Efforts to Increase Competition or Qualify a New Source in Relation to this Procurement:

Since BAE Systems developed the tech data, the gov’t has no information on lower level components nor potential additional source(s) of supply. Performance requirements are included on the source control drawing. There are no plans or funds to reverse engineer the items, including Competitive Package (R&D Effort) or Procuring Proprietary Data or Qualifying Additional Sources.

c. Demonstration of Approved Contractor's Unique Qualifications:

As described above, BAE was the developer of the technical data, owns all of the rights to the technical data and the only source that has been qualified to produce this item is Woodward.

Woodward also has the tooling and expertise to produce the gear assembly.

d. Efforts to Qualify Additional Suppliers for future procurements:

A separately funded Work Directive under the System Technical Support contract with BAE System would need to be negotiated and awarded to qualify a new source. No estimate for cost and schedule currently exists. Funding to qualify additional source(s) of supply for sole source items in the M109A7 TDP is an UFR (unfunded requirement). Costs to develop and test new source would be very significant. On vehicle testing may also be required. Resources are not available at this time.

e. Market Research:

Sources Sought Synopsis 2017-260 and Sources Sought Synopsis 2017-261 were posted June 2, 2017. To date no responses have been received. BAE qualified only one source for the items.

These items have very specific specifications and interfaces. No commercial off the shelf (COTS) item is available that would meet the specific requirements of this application. Any COTS part would have to be modified and tested. Market research was conducted during in the preparation of this document, but no additional sources were identified.
