Justification and Approval for Other Than Full and Open Competition
SPRDL1-17-R-0319
1. Contracting Agency: The Contracting Activity for this action is the Defense Logistics
Agency-Warren (DLA-WRN)
2. Description of Action: The proposed action is to award a new contract with a 100% option for Motor, Direct Current. Competition will be limited to Skurka Aerospace Inc.
(formerly Skurka Engineering Co.) cage code: 95270, Part Number: H011-CP380 and
Kollmorgen Corporation, dba Danaher Motion Div. (formerly Inland Motor Div.), cage code: 11384, Part Number: MTB-3002A. This action will be funded using Army
Working Capital Funds (AWCF).
3. Description of Supplies/Services: The contractor(s) shall provide the Motor, Direct
Current per part number listed in Table 1. The Unit value is and quantity of this contract is 274 with and option quantity 274. The estimated value of this contract is

ACQUISITION METHOD CODE (AMC): 3 – Acquire, for the second or subsequent time, directly from the actual manufacturer.
ACQUISITION METHOD SUFFIX CODE (AMSC): B – This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.
4. Authority Cited: The statutory authority permitting other than full and open competition is 10 USC 2304(c) (1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
5. Reason for Autority Cited:
Reasons the item is not suitable for full and open competition:
a. Status of the Acquisition Data: The U.S. Army only owns the Source Control top
Drawing (SCD) 12292400, Rev AD for the Direct Current, Gun and TOW Elevation
Motor and the Critical Item Product Function Specification 12292188, Rev L for the
Motor, Elevation, Direct Current Servo. This Elevation Drive Motor is used on all of the various Turrets for the Bradley Fighting Vehicle System (BFVS). Currently the SCD lists two (2) Approved Sources of Supply - Skurka Aerospace Inc. (formerly Skurka
Engineering Co.), CAGE Code 95270 and Kollmorgen Corp, dba Danaher Motion Div.
(formerly Inland Motor Div.), CAGE Code 11384.
b. Demonstration of Approved Contractor's Unique Qualifications: Only the 2 vendors listed above are qualified to produce motors that pass all of the physical characteristics, performance and environmental requirements listed in the documents above and have successfully completed functional vehicle testing performed by the U.S. Government.
Each vendor designed their own motor during development of the original M2/M3
Bradley Fighting Vehicle System. Although motors from both vendors meet the Army’s latest Critical Item Product Function Specification 12292188, Rev L for the Motor, Elevation, Direct Current Servo, the U.S. Government has no technical data for the proprietary internal design of each vendor’s motor except for a vendor’s repair part list on sheet 2 of drawing 12292400. Both Approved Sources of Supply have been supplying these D.C. Elevation Motors to the U.S. Government, BAE Systems (the Bradley
Fighting Vehicle Prime Contractor) and L3 Technologies, Inc. (the Turret Drive Sub-
Contractor) for over 35 years.
6. Efforts to Obtain Competition: Efforts to Qualify Additional Suppliers for future procurements: Currently there are no new vendors in the process of qualifiying to produce this item and no other vendors have expressed a written interest in becoming an
Approved Source of Supply for this Direct Current, Gun and TOW Elevation Motor for use on all of the various Turrets for the BFVS. This effort will be synopsized in
FedBizOpps.gov to maximize subcontracting opportunities as required by FAR 5.201.
Any proposals received shall be considered.
7. Actions to Increase Competition: Efforts to Increase Competition or Qualify a New
Source in Relation to this Procurement: Although this procurement is restricted to
Skurka Aerospace Inc. and Kollmorgen Corp, dba Danaher Motion Div., this action will be synopsized on FedBizOpps as required by FAR Part 5.201(c) to alert interested contractors. Any offers received will be considered for future requirements.
Any new vendor who wants to become a Qualified/ Approved Source of Supply for this item will have to design, produce and test their own D.C. Motor based upon all the requirements of both the Army’s Source Control Drawing and the Critical Item Product
Function Specification listed above. It is expected to take 1 year and cost $1 million to design and initially test a prototype motor. Then the vendor shall have to conduct
